Tue papers of the Upper Provinces are particularly severe in their ertticiem of Mr. Fielding’s budget. It is pointed out that, with a prospective surplus of $7, 500,000, he mignt have announced that he would reduce expenditures and taxes in accordance with the old policy, for which clean Liberals fought. He might bave declared that tne debt would be eut down. He might have lopped off duties on necessaries of life en the ground that the excess of revenue was too large, He might, indeed, have said that as the Government claims to have given @ pre» ference to Britain it proposed, in accord- ance with Laurier’s London promiee, to geta@ preference in return. With such a policy he would have travelled several steps towards the conciliation of the old line Liberals, But the opportunity was missed. The entire speech is a notificac tion to the old Liberals that they and their principles are absolutely discarded. Ex-

Does it make the Govern- ment’s position before the country one whit better? Does it afford an excuse for the Government’e hanging on to office and conducting important public business after want of confidence in it has been ex- presced by the country ? Does it exeuse the continued postponement of the meet- ing of the Legislature, or the withholding of the public accounts, or the delay ia filling the vacant seat in the Legislature, cr the spiriting away of Pineau? And what of Mr. Wise? Has his opposition been avoided, and 18 there to be no oppor- tunity toelect a man in his stead?
