Notes and Clippings.

The Toronto Mail, which is the lead- ing organ of the Commercial Unionists in Canada, is much displeased with the notice of a resolution placed on the order paper by Mills of Annapolis, which proposes that steps be taken for the annexation of the New England States. The Mail’s Ottawa correspondence calls it ‘tan absurd motion,” ** insulting to a friendly nation,” and re- marks that the ‘‘ magnanimous offer to re- frain from annexing these states by force is too absurd to be considered,” The motion, it thinks, ‘** will not add to the respect in which Mr. Mills is held.” The St. John Sun remarks that the singular feature of this criticism is that it appears in a paper that is quite pleased when similar insulting motions are made in Washington with re- gard to Canada. It is safe ground to object to these foolish and impertinent motions on both sides of the line, but surely a Canadian paper ought to have as much regard for the self-respect and dignity of its own country as it has for a foreign nation. Even a Grit Canadian paper should not be hungry for propositions from the United States that it calis insulting and absurd when returned in kind by a young and cheeky Canadian.

— We are not disposed to make light of the letter of the Rey. W. A. Crawford-Frost tothe New York Herald. Neither do we think that he should have held it back un- til he had movedtoa larger sphere. Greater prophets than Mr. Crawford-Frost can aspire to be have lived in places as small as Charlottetown. The man must, of course, have some nerve, who enters the list of the prophets. But Mr, Crawford-Frost has, at any rate, adduced strong reasons for the faith that is in him. His prophecy con- trasts more than favorably with those of the Latter Day Prophets who are constantly foretelling that theircountryis goingto ruin —-with those of men who see, in the future, vacant farms and desolate homesteads as a result of the steadfastness of her people to British institutions, and the policy of **Canada forthe Canadians.” it seems to us quite as possible that the whole of America will adopt the Monarchical form of Government as that Canadians will, for the sake of ‘‘improved trade re- lations,” consent to be annexed to the States, or adopt any measure—such as Un- restricted Reesiprocity or Commercial! Union ~-which will ** lead on to Annexation.” In respect to the letter of the Rev. W. A. Crawford-Frost, we have but one regret, viz.,that he had not sent it to Tug Examt- nex for publication. To send it away to the New York Herald was an unkind cut,—in- dicating that Mr. Frost has not a proper appreciation of the value of the little daily as an advertising medium. This may, however, be a wrong inference. Perhaps it was his modesty which induced Mr. Frost to have the first appearance of his prophecy in the New York Herald.

Parliamentary Notes.

In the Commons, on the 7th inst,—

Mr. Robertson asked, whether it is the in- tention of the Government to establish a daily mail bétween Murray Harbor South and Mon- taygue ?

Mr. Haggart, An application for a daily mail between Murray Harbor South and Mon- tague, has been received and sent to the Post Ottice Inspector for report.

Mr. Welsh (for Mr. Davies, P. E. L.) asked, Was any survey held on the breakwater at New London, P. E. L., during the summer of 1888? Ifso, by whom? Wasa report of the coudition of the breakwater made to the de- partment, and is it the intention of the Min- ister to cause the breakwater to be repaired aud extended during the coming season ?

Sir Hector Langevin, Iam informed by the chief engineer of my department that there was no survey, and, therefore, Iam not able to anawer the second part of the question. My attention being called to it, I will see what can be done.

In the Senate, on the 8th, —

Hon. Mr. Poirier called attention to the state of deterioratiou, bordering on total de- struction, to which our valuable oyster fish- eries have been brought for want of proper protection, and asked the Government if it was their intention to enforce more effective regulations for better preserving what remains of these fisheries, and whether among these regulations there will be one prohibiting oys- ter fishiag through the ice. Senator Abbott, in reply, said the subject had already occupied the attention of the Government, and a com- mission of enquiry had been sent to investi- gate the question and had reported ; but there are still matters applicable to the subject which have not been sufficiently elucidated So far it has been impossible to complete any scheme of protection which would not unduly press on the people who depended in a large degree on the oyster fisheries. He thought it was generally admitted that the period for the close season had been properly selected. In conclusion he said he could assure the llouse that the Government regarded with great regret the apparent deterioration of the oyster beds. The subject is now under con- sideration, and he trusted that before next season expires regulations will be framed which will have a tendency to reach the de- sired end.

A Narrow Escape.

A thrilling incident tock place near Cape Breton Station, on the Buctouche and Moncton Railway, on Sunday afternoon. A special (rain, with the manager of the road, Mr. C. F. Hanington, om board, came through from Buctouche to Moncton. .The train coming to Moncton neared the bridge over the Shediac River, near Cape Breton Station, and was going at full speed, when the driver noticed five or six persons walk- ing on the bridge. It being Sunday, they did not expect that any train would come that way. The driver promptly whistled for brakes, but the distance was tou short to bring the train to a stop before the bridge was reached. The bridge isa long trestle work structure, and the parties, when they saw the train, were near the centre. They immediately made a break for the end of the bridge, several going in each direction. All got cafely off the bridge except two, a young man and a young lady, presumably his best girl. Finding themselves unable te escape the train, they jumped several feet to @ projecting stringer, where the young man held the lady in safety until the train had passed, whenthey climbed on the bridge again. it was a narrow escape.—T'ranserjpt.

Opening Ceremonies.

Speech From the Throne.

Tue Provincial Legislature met for the dispatch of business this afternoon. There was the usual imposing military display at the Colonial Building, and the regulation salute from Fort Edward. ‘The attendance of spectators was large. The guard of honor, which was under the command of Captain Alexander, and accompanied by the Band of the 82nd Battalion, presented a fine appearance. Below is the Speech from the Throne:—

In opening this, the third session of the present General Assembly, I have to offer you my sincere congratulations on the substantial prosperity of the Province,

Although the excessive rains of the past summer very seriously affected some of the products of the Island, the general result, I am happy to say, was not so detrimental as at one time was feared, and we have reason to recognize with great thankialness the degree of comfort which Divine Providence has granted to us.

The present mode of conducting our annual Agricultural and Industrial Exhibitions can scarcely be characterized 1s satisfactory, and it will devolve upon you to adopt such meas- ures as are necessary to meet the growing re- quirements of the Province in this respect.

The accommodation tor patients in the Hos- pital for the Insane has, for some time past, been found tvo limited for the needs of the Province, and your attention will be asked to the consideration of means for increasing the facilities requisite to give proper aid and com- fort to these poor people whose unhappy afflictions render them unable to provide for themselves.

The Commissioners engaged in the revision and cousolidation of the Statutes of the Pro

vince, although pursuing their labors with the- utmost diligence, have not yet been enabled to report the completion of the trust assigned to them, but a large portion of the undertak- ing has Leen accomplished, and it is expected that ata very early period a draft of the en- tire work will be ready for the printers.

Bills relating to the law of Evidence, to Procedure in the Supreme Court, the Court of Chancery and the County Courts, as well as other measures of importance, will be sub- mitted for your consideration.

Mr. Speaker and Gentlemen of the House of Assembly :

The Accounts for the past year will be placed before you.

The Estimates of Expenditure for the cur- rent year will also be submitted to you at an early day. They have been prepared with an anxious desire to provide for the efficient maintenance of all branches of the public ser- vice.

Sir,—Yesterday’s mail brought me the following pithy note from a literary friend! in New York, enclosing the subjoined clip- ping, from the New York Sunday Herald, headed ** Canadian Conceit :”

Sunday, March 10th, 1888.

** I cut this out of to-day’s Herald. Who is this Crawford-Frost? How long has he been in this condition ?”

Truly a new prophet has arisen amongst us. Sit down Wiggins, Crawford-Frost has the floor. Wiggins was content to confine his prophecies to the weather, but our pro- phet ‘aspires to settle the destiny of na- tions. There is nothing small about us.

CANADIAN CONCEIT.

BRITISH AMERICA TO DRAW THE ENTIRE CONTI- NENT TO ITSELF IN ONE KINGDOM. T'o the Editor of the Herald : While there is so much talk about the future of Canada and the United States, I am sur-

prised that no one has hit upon a prophecy such as Iam about to make :—

1. The Republic will not last another cen- tury. It is too burdensome a system of gov- ernment. It involves too great an upheaval every few years. You Americans in elections, as in baseball and everything else you take up, run the thing to death.

2. In less than a quarter of a century your social difliculties, labor agitations, negro dis- turbauces, Irish soiidarities and other intesti- nal rumblings will ache severely.

3. You will have enough common sense to take a pill, even though it be unpleasant, if you become convinced that it will cure the ache.

4. It will require about twenty-five years to discover it, he | perhaps twenty-five more to get over the shudderings preliminary to swal- lowing it.

THE POLITICAL PILL,

5. The pill is:—Threadbare monarchy, a system of government by the people through well oiled, carefully polished, nicely adjusted royal machinery. None of the old nonsense about divine right. The king will simply be a president, holding his office for life, and transmitting it, if you like, to save trouble. The less noise there is about machinery the better it works.

6. The pill will act upon the intestinal rumblings; (1), by removing the irritatin local cause—i. ¢., the recurring Presidenti election ; (2), by developing the fullest action ; of the different functions of the body—i. e., | there will be a wide enlargement of local autonomy and State privileges; (3), by a general soothing effect upon the whole ner- vous system—. ¢., patriotism, pride of coun-

2. Our form of government suits us. We are happy and contented. We are advancing as rapidly in wealth and population as we could expect. We love our parent country and our Queen.

3. There is, however, growing up in Can- ada a generation of young men whose fathers, grand-fathers, or even great grand fathers, were born in Canada, who have been educat- ed in Canadian schools and Canadian univer-

sities. Their love is for Canada, their chief pride is in Canada. England is their grand- mother, but Canada is their mother.

4. We do not want to be annexed by or ab- sorbed in the United States, for we consider (a) that we are a superior race. (1) Mentally the average Canadian is broader than the on and deeper than the American. (2) In conduct he is more urbane and sociable than the Englishman and steadier and more reliable than the American, (3) Physically he ismore nervous and sympathetic than the Englishman and more robust and healthy than the American. (4) That our social, intellec- tual and_religious institutiohs are telativély superior to those of England or the United States. °(1) Social distinctions are not so rigid- ly tyrannical as in England, yet the relative values of wealth, birth and virtue as bases of aristrocracy are better understood in Canada than in the United States. (2) Our systems of education are more utilitariamend better adapt- ed to supply the practical needs of coming men than the tedious and unpractical systems of England, yet they are more solid and thorough than the American. (3) While we have inti- nitely greater freedom from religious interfer- ence in purely secular matters than they have in England, yet we have a more general and a deeper reverence for God, and a more practi- cal enforcement of Christian observances than you have in the United States. (4) Our children are brighter and cleverer than Eng- lish children of the same age, and less pert and precocious than yours and far more obedi- ent to parental authority. Our servants and ** lower classes” (thank God we have none such as they have in the flunkey systems of the old lands) are more intelligent and pos- sessed of more self respect than those of Eng- land, and yet are more obedient and more re- spectful to their superiors than are yours. (c) Though our population is small we estimate it by quality rather than quantity. Our terri- tory is larger, our resources greater, and our national prospects in every sense as bright as, if not brighter than, yours.

Therefore we will not be annexed.

5. Hence, speaking merely for myself, as I am not in any sense a representative Can- adian, but a clergyman, and a young one at that, who is not known to any extent ontside his parish and one who does not dabble in political matters, I venture to offer the follow. ing prophecy :—That Canada will in the sec- ond decade of the next century, if not before, become independent, She will be protected, just as Holland and Switzerland are, by her own good conduct and the principles of fair- ness which are shared in by all nations. Our

eople will gradually loosen in a judicious iberality. Your people will gradually stiffen in a wise conservatism. When both are ripe for it they will unite and form the greatest kingdom the world has ever seen, whose boundaries shall be the Arctic, Mexico, the Atlantic and the Pacific—a kingdom far in advance of the Old World inthe freedom and purity of its constitutional government, the universality of its intelligence, self-respect and morality, the strength of its regard for legitimate human authority and the depth of its reverence for God and Christianity. : W. -——-The Empire's correspondent remarks that doctors serve a useful purpose at Ot- tawa beyond the services they render in framing legislative measures. The other day a domestic in the Sergeant-at-Arms’ quarters met with an accident, by which the flesh of her third finger was stripped from the bone beyond the first joint. Dr. Landerkin was summoned, and while about to cut offthe protruding bone, was interrupt- ed by another servant producing the envel- ope of flesh stripped from the finger, re- solved upon trying an experiment. He fitted the flesh over the bone and bound it fast with plasters. By keeping up artificial heat he has succeeded in saving the finger, and growth and cohesion have gone on niecly ever since. Instances of this char- acter are rare in medical experience.
