No Place For The Book

The work of preparing the Book of Remembrance for the dead of the Second World War goes on apace at Ottawa and still no one seems to know where it will repose. This is the complaint made in the current issue of The Legionary, organ of the Canadian Legion, and it is one about which the public generally have I right to be concerned.

When the then Defense Minister Clax- ton announced that a new Book of Remem- brance was to be compiled and placed, like the first, in I suitable place in the Parlia- ment Buildings, he didn't say where it was to be lodged. Reports say he would have set it alongside the first Book, which would be moved around to make room for the second. Yet The Legionary recalls that the massive stone which forms the altar on which the Book rests in the Memorial Chamber in the Peace Tower was the gift of another country, Great Britain, and that In the words of the then Prince of Wales, when he dedicated the tower and chamber in 1927, "it shall not be removed from this place." V

Other sources say that plans are being considered to place the second Book in the new D.V.A. building now nearing completion on Wellington Street in Ottawa. ”If this be so." says The Legionary writer, "it would take its place there like I model ship, open to the gaze of every junior clerk heading for the canteen for the office gang's mom- lng coffee." It is enough for this criticism to be voiced. to show that the proposal would be entirely repugnant to public sentiment.

How Sick Can We Be?

Assuming every sick Canadian! could afford medical care, how sick could we all be. so as not to overcrowd the hospitals and over- work the medical staffs today? The answer is that we could only be about half as sick as we are now,

For the brutal fact behind this Alice-in-Wonderland situation is that we suffer from a desperate shortage of trained medical work- ers of all categories. and of hos- pital facllities too.

At present this acute shortage IS largely concealed. because a larger number of Canadians cannot af- ford to be cared for in hospitals which cost more than our luxury hotels; nor can this large number afford the services of health-givers whose earnings are in Canada's lop one-per-cent of incomes. . 4

Typical of our present shortage is the dentist profession. According to our latest census. there are 4.-

304 Canadians. Income tax figures suggest that only about five in ev- ery six are still working, while about one in four are aged sixty or over.

Many dentists have a very long waiting list for appointments, and are not able to give a sufferer at- tention within about three months unless the case is urgent.

We are encouraged to "clean our teeth night and morning, and see a dentist twice a year." This slogan we are not able to follow fully. Suppose that half of us need-

chanlcal clean on our two six- monlhly visits; and suppose that the other half had just just one cavity each year needing attention.

this heavy work, each dentistfook only two weeks annual holiday. as well as a rest day on each statu- tory holiday. and decided to work seven days a week for the rest of the year. To handle all the ap- pointments, every dentist would have to start at 6 a. m. on every day; with just 30 minutes off to gobble his lunch, and 30 minutes respite for his supper. he would not finish until 1l.52 p. m. seven nights of the week.

Dentists of course do not work these killing hours. But these fi- gures show that we have only one dentist for every three which are needed to enable Canadlanr teeth to be as adequately serviced as Ir.- our TV sets.

This acute shortage of dentist: is caused partly by lack of train- ing facilities for young Canadians who want to make dentistry their life work. It is grievously ag- gravated by unreasonable protec- tive rr-strictions imposed by prov- incial dentists associations against qualified immigrant dentists. in the Province of Quebec. for ex- ample. only Canadian citizens may practice as dentists, according to information obtained" from the De- partment of Immigration. This means that any immigrant dentist. no matter how highly qualified he may be and no matter how many agonised Canadians may need his professional attention, must wait for five years. until he is qualified to become a Canadian citizen, be- fore he may relieve suffering in Quebec. By that time of course, his long abstinence from practice may have deprived him of much of his skill. i
