Effigy-Burning

We see where a group of students in an Ontario university burned Gov- ernor Faubus of Arksansas in effigy as a protest against his refusal to op- en the schools to students of the Ne- gro race.

This effigy burning used to be quite fashionable in student circles. There was a time when anyone who did not see eye to eye with sophomores on every subject was bound to come to the stake sooner or later. It hasn’t been quite as popular in recent years, perhaps because students in the im- mediate post-war period were more mature than usual; and the effigy- burning, like hazing and some other juvenile antics seemed unimportant and unexciting. Evidently, it is being revived—to what purpose, we cannot say. ‘

We think that Governor Faubus is a misguided man, whose political am- bitions and social prejudicos have soured his soul. At the same time we cannot see that burning his effigy in Ontario or anywhere else willhave the slightest effect on his school pol- icy. It could even strengthen the hard- ness in his temperament. We are in- clined to think that a well written and respectful letter, presenting an argument and not a curse, would have served the purpose much better.

Thank God there is little sign of racial intolerance in Canadian schools ' and colleges. Let us hope that it will never raise its ugly head. One reason for this is that relatively few students of coloured races, especially Negroes, seek admittance to the schools and colleges. What things would be like if Negroes in large numbers flocked to the campuses is a question that is not answered by burning the effigy of a. man in Arkansas, where there is a real racial problem and where, for generations, segregation has been the accepted social pattern.

' .t , Dairy Producing - “ There is no doubt that ere is considerable consumer resistance to the relatively high prices of dairy products, compared with what im- ported products would bring if there were no import restrictions or fede- ral guarantees. It is natural for con- sumers—including farmers—to wish to buy food at the lowest possible price. But, as Mr. W.B. Rettie, President d the Dairy Farmers of Canada, has pointed out, it would be most unfair and indeed discriminatory to expect farmers to supply Canadians with . products at prevailing world prices and at the same time] to buy their supplies at extremely high prices. This, of course, is the crux of the whole agricultural economy in this

country. Canadian farmers simply

cannot compete with New Zealand and Australian farmers. If products from these two countries were ad- mitted'into Canada on a large scale, there would be. nothing for our farmers to do but to go out of the business.

As Mr. Rettie says, almost every section of industry is either sup- ported or protected by government in’one way or another. If there were no such protection, farmers wOuld find their operating ‘costs a great deal less than they are, in which case they would be in a position to sell their products at lower prices. But as long as industrial protection -—which simply means protection of profits and Wages—is the vogue, farmers cannot be blamed for insist- ing on a minimum of protection for themselves and their investments.

Politically Inspired

It sometimes looks as though the United States’ Government is indif- ferent to the goodwill of other countries, including Canada. The re- cent“ restriction on imports of lead and zinc is a case in point.

Everywhere, from Canada to Peru, there is indignation at the new regulations. Canada has found them “basically contrary to the prin- ciples of the trade agreement be- tween Canada and the United States”. Australian officials have called them “arbitrary, savage and brutal”. The Peruvian Government

gression against our country”. In Mexico a Government spokesman said that “it makes a mockery of the Good Neighbour policy”.

Even in the United States itself there is dismay and dissatisfaction. The New York Times points out editorially that “to protect a minor industry and save the jobs of a relatively few men we are seriously damaging the economies of friend- ly countries; and we have created a great deal of hard feeling.” It goes on to say that “the United States at its present stage in history can- not sensibly go in for trade restrict- ion, cannot jeopardize commodity markets that later will be Vital to our existence and must not so cava- lierly damage our relations with

mics.” It calls on the administration

to annul the restrictions “as soon as possible”.

What trust can Canada or any other country place in United States’ pledges to liberalize its trade policies in order to strengthen the economies of the free world, in’face of this latest restriction which, obviously, as the Times points out, is intended to win a few votes for Republican candidates in the coming Congres- sional elections?

New Opportunity

The West Indies’ undertaking to purchase all the salt cod that the Province can produce should give a worthwhile stimulus to the fishing industry and all engaged in it. Of- ficials of the Department of Indus- try and Natural Resources deserve

commendation for working out the , arrangement.

Newfoundland is traditionally the West Indies’ chief supplier of salt fish; But in recent years, for one reason and another, this trade has slackened considerably. In fact, at the present time little salt cod is going from Newfoundland to the Caribbean. West Indies’ officials complain that the quality is not up to pre-war standard and that, in any case, the price is much too high.

No mention was made in the newsreport of the price at which the first shipment of Island fish was sold. Presumably, it was high enough to make the venture worthwhile. We may assume, too, that the quality

most important thing about the whole transaction. There was a- time when almost any kind of fish, re- gardless of quality, was sure of a market in the West Indies. That time has gone. A higher standard of living applies to salt cod as well as to other products. This must be kept

in mind by Island producers at all

times.

This is a new opportunity for our fishermen and fish curers. It must be safeguarded by strict attention to quality. Indirectly, of course, it will aid the fresh fish industry, too, since it will remove pressure when there is prospect of a surplus.

Guinea now has become the third black African independent country, along with Liberia and Ghana, and this is a matter of pride to the population of 2,125,000. .

when an illness or injury strikes some member of your house- hold. He works long hours,treats an amazing number of patients, generally is available for emer- gency duty at any hour of the day or night.

-IN HIS FORTIES Theaverage family physician is a man in his forties. He is well established in private practice and has been an MD. for any- v*'~ere from five to 20 years. Chances are that he has lived in the same area for 25 years or more, and has maintained his practice there for at least_15 years. He works alone. However, your family doctor does manitain connections with one or more hospitals. In fact, he may devote five or more hours each week to free service at a hospital.

As a rule, these doctors negulalte their fees to some extent by their judgement of the patient’s ability to pay. Many. however, charge all patients alike.
