portant commitment had not been submitted to the people. Boastful statements about the con- dition of the roads are the least val- l uable contribution which a speaker can make to a Political debate. The‘ people who use the roads are as well qualified to judge of their condition’

as any politician. We have had many complaints. during the summer, from motorists and farmers who had no. political axes to grind, and we believe that these complaints were grounded on fact. Liberal speakers, on the contrauy, claim the roads were never better in the history of the Province. We shall leave the electors to decide this question for themselves. Cer- tainly the enormous additional ex- penditure on roads already construct- ed and put into condition by thc two should re-

We submit that money has been lavishly wasted, and that a proper system of road main- tenance and patrol would be a far more profitable investment than much of the work that Mr. McIntyre insisted on undertaking. without any, mandate whatever from the people. '

The question of mandate brings us- to the road policy of the Liberal Government as set forth in its elec- tion platform of i927. This policy wasl fl) reorganization of the sys- tem of road work in the Province with a view to dividing the Island into sections, so that our roads would be efficiently maintained and full value received for every dollar; (2) continuation of the policy of con- structing public works, and-(B) main- tenance of the improved highways by systematic dragging. as well as giving proper attention to lateral or secondary roads.

The present ‘Government. like other Governments before it, has continued in some measure the policy of replacing bridges or concrete cul- verts where necded- But what has it done to implement the other feat- ures of its policy? Why, if the Gov- ernments policy was to be the ex- tensive use of high priced power machinery and imported gravel. was not. this included in its election man- ifesto? Surely, where an expenditure of hundreds of thousands of dollars of borrowed money was involved, the electors had a right to voice their opinion! But no; Mr. McIntyre had his own ideas.
