LONDON, (Reuicrsr - soviet Premier Georgi Malcnkov took a step unprecedented in the history of the soviet regime Saturday, He released nine doctors accused oi the gravest crimes against the Soviet state and cancelled an Ord- er of Lenin to the woman doctor who denounced them.
