given to graduates of the Royal Mlitary College in the order of merit as established at the

examipations;this was the rule set down by the War Office. Laet March the Home authorities offered twélve additional -com- missions to college graduates, :o be select- ed by the commandant at Kiogston, and thirty to gentlemen cLosen by the general officer in command or the Governor-Gen- eral. Immediatelythat the offer was made the Laurier government questioned the right of the War Office te say who should select men to officer the army,and claimed foritself the authority to name these young fellows. Mr. Chamberlain politely soubbed this attempt to grab army patron- age, and no wonder; it would never do for the Imperial Government to permit Leurier to sort out the Tories from the @rits and to preveat the former from re eviving Imp:rial appointments.
