Congressional leaders: Call For Full Speed ~

With the emphasis falling hard on beating Russia to the punch in developing the H-b0mb-—or "solar" bomb, n5 it has been dubbed— congressional leaders called for full speed ahead on the awesome project.

Chairman Carl Vinson (Dem. Ga.) of the House of Representa- tives armed services committee told a reporter he is deeply con- cerned that the United States lose no time in manufacturing the new weapon, which, it is reputed, will prick up to 1,000 times the destructive fury of the Wartime atom bomb.

Rent Control Opponents Disagree At Hearing

OTTAWA, Feb. 1 — (OP) -The two opponents of Federal rent coil- trol disagreed today in arguments before the Supreme Court on why rent regulations should be declared invalid.

The Province of Quebec, rep- resented by L. Emery Beaulicu, expresscd the opinion that it was proper for the Federal Government to pass rent-control legislation during the war; but that the em- ergency which justified the legis- lation has since disappeared,

The Landlords Associations of Canada, represented by R.M.W. Chltty of Toronto. argued that the court should not be concerned with the question of whether rent con- trols now are necessary.

Mr. Chlttys contention was that the Federal Government never even in wartime had the constitutional authority to pass regulations con- trolling rents.

Both these arguments disagreed with those previously put before the seven justices.

The Federal Government, the Province of Ontario, the Canadian Congress of Labor. the Tenants of Canada and the Canadian Legion all have contended that the war- time emergency gave Parliament the right to pass the controls, They further contended that Parliament must also have the right to say when those controls arc no long- er necessary.

During Maurice Wright's pres- entation of arguments for the C.- 0,1... a question arose as to whe- ther a set of facts bnckgrounding the rent-control situation should be accepted by the court.

Chief Justice Rlnfrct court had decided not to accept such facts since the reference to the court was one of purely legal question. Mr. Justice Kcllock dirt- puted this, saying he had hoard any such decision.

The justices finally decided to permit the Federal Government to file with the court a document containing the history and back- ground of rent controls.

The document contained a statement by Kenneth Taylor. chairman oi the Prices Board. that "a largo number of evictions" would take place across the country lf rent controls were suddenly re- moved.

Mr, Taylor was also quoted as saying that a great number of tenants would be thrown out of homes, and an "extended period of confusion and serious unrest" would prevail in Canada under conditions of a "free market" in rents.

There were indications that the hearing would end either tomorrow or Friday.

The judges will than take all argument! under consideration, and will probably bring in a decision sometime in the next two. months.
