The rain shower last jevening was very welcome, But it’s a pity there wasnt more of it,

_A snow storm visited Dakota on Fri- day last. Here in Charlottetown the weather for several weeks past has been unusually warm. Dakota is a nice place to keep away from.

The committee of citizens and military men appointee last eveaing to make ar- rangements for the reception of the vic- torious artillerymen, have been working ward all day. The team certainly deserves a hearty welcome,—and that’s what they will get this evening.

The German Federal Council has only just wound up the accounts of the indem- nity of £200,000,000 paid to Germany by France at the close of the war in 1871, and it bas decided that the balance, amounting vo £110,935, shall be divided among the ditferent states of the empire in the same proportion as the large sum which has al- ready beendistributed, Prussia, of course, taking the lion's share.

According to the fifth annual report of the Michigan bureau of labor and industrial statistics, the farms of the State were in 1888 covered by mortgages to the depth of 47.4 per cent. The mortgaged indebted- ness was 46.8 per cent., or only a trifle less than half of the assessed valuation of the farms mortgaged. On the 43,679 farms actually reported as mortgaged, the annual interest charge, according to the report, 1s $2,701,669, while the estimated annual in- terest on all the farm mortgage is $4,656,- 265. Add to the amount of mortgages in- debtedness the unsecured debts bearing in- terest and the amount would be largely increased, probably doubled.

Two suits interesting to liquor dealers and the general public have recently been tried in Toronto. A woman named Thorn- by, whose husband was addicted to drunk- enness, notified the tavern-keepers not to supply him with liquor. E. J. Reilly and M. McConnell—two of the tavern-keepers —paid no attention to the notice, but sup- piied the unfortunate man. The wife then, under section 125 of the (ntario liquor li- cense act, proceeded against the liquor sellers for damages. The. section provides that~

The husband, wife, pareut, child of 2] years or upwards, brother, sister. master, guardian or employer, of any person who has the habit of drinking intoxicating liquors to exvess—or the parent, brother, or sister, of the husband or wite of such person— w the guardian of any child or children of such person—may give notice in writing, signed by him or her, or may require the in- spector to give notice to any persons licensed to sell, or who sells or is reputed to sell in- tuxicating liquor of any kind, not to deliver intoxicating liquor to the person having such habit.

lf the dealer notified supplies the said drunkard with intoxicating liquor within twelve months after notification, he may be proceeded against by either of the notifying parties for damages; and the amount re- covered shall not exceed $500, In the case referred to the wife sued the offenders for damages. McConnell did not defend, but out of court handed over $208 to plaintiffs counsel in settlement. Reilly fought the case, but the jury awarded the plaintiff $100 and costs.

~The Moncton Times, commenting upon the fact that at the recent session in Boston of the United States Senate Committee, some of the witnesses examined expressed themselves as being in favor of reciprocity ‘if Canada would conform its protective policy to that of the United States” and make concessions for the settlement of the fisheries difficulty, says :—

‘Several gentlemen thought annexation the best solution of the problem: failing in that commercial union, which is the same thing, though no one appeared to think either practicable just now. Mr. Dutts, who is interested in the fish trade, said all the fishing interests of Boston favored reciprocity. He declared that 99 per cent. of the fish brought to American ports in American vessels were stolen from within the three mile limit, and that American fishermen must have Canadian bait. Mr. Datts is candid enough for any- thing, bat it is possible that he is a little astray in his statements. Another gentleman gave statistics to show that the free admission of Cauadian coal and crude ore would be an uivantaye, as it would tend to lower prices and enable Boston manufacturers to maintain unequal competition with the manufacturers of Pennsylvania. Of course the Boston gentle- men who are consulted by the Senate com- mittee consider the question ouly from the United tates standpoint. Few ‘of them favor restricted reciprocity, aud of those who do give as @ reason that the free admission of Canada’s raw material will enable Boston manufactarers to arrest the decay that has unmistakably set in there as the result of keen competition not one of them has the slightest idea that reciprocity would build up Canadian industries. Their idea is that Can- adians should again become the hewers of wood and drawers of water for American manufacturers, With that end in view they are willing te get hold of Canada’s raw material,”

The City of New York’s Past Voyage.

The Inman Line steamer “City of New York, which arrived Wednesday evening at New York, broke her own record from Queenstown by an hour, making the run of 2,777 miles in {six days, 4 hours and 17 minutes. The best day’s run was on Mon- day, Sept. 9, when 493 miles were covered. She passed the steamer Teutonic while steaming out of Queenstown harbcr and left her far behind.

The steamer City of Rome left the same port six hours ahead. but the City of New York left her in the rear, too. She carried 737 cabin passengers and 383 people in the steerage, and every available room in the vessel was occupied. The storm was not telt until the steamer was within two bundred miles of New York, and even then tue heavy sea only was felt.

Reception io the Artillerymen.

A LARGE meeting was held in the Suipen- diary Magistrate's Court Room last evening to consider the best means of welcoming home the victorious artillery team. His Honor the Stipendiary Magistrate occupied ' the chair.

The meeting was addressed by some of our leading citizens, and a strong desire was expressed to do honor to the success- ful competitors. A committee of citi- vens to act im accordance with the military men, was appointed to make arrangemeats for a banquet at an early date. The following are the committee :— A. N. Large, P. Blake, D. O'M, Reddin, jr., Capt, J. A. Longworth, John J. Davies, Lieut.-Col. lrving, {Quarter-Master Davi- son.

On motion Capts. Longworth, Weeks and Stewart and Lieut. Carvel] were ap- pointed a committee to receive the art illery- men on their arrival this (Tuesday) evening.

it was further resolved that the city firemen be invited to take part in the reception.

The Chairman reported that he had in conjunction with three other gentlemen, waited on the Lieutenant-Governor to request him to addreasa few words of welcome to the team on their arrival, and that His Honor had gladly acceeded to their request. It was decided that the most appropriate place for the delivery of such address was in front of the Provincial Building.

Aiter the meeting adjourned the com- mittee met and decided to make a canvass of citizens for funds and to issue tickets to cover balance.

The reception programme as adopted ia as follows: The members of the different militia companies will meet at the Drill Shed this evening at 7 o'clock which place they will leave for the railway station headed by the military band, half an hour later. At the City hall they will be joined by the firemen with torehes. On the ar- rival of the express the members of the team~ will be escorted to Queen Square in barouches. The line of march will be along Water Street to Queen Street; up Queen to Grafton; along Graf- ton to Prmee; down Prince to Richmond; along Richmond to Queen Square gates. The Militia will be drawn up immediately in front of the Provincial Building with the Firemen extending from the right and left of the line of the Building, forming a syuare, in the centre of which the Artillery team will be drawn up. An address will then be delivered by His Honor Lieutenant- Governor Carvell. At the conclusion of the address the procession will be re- formed and march to the City Building, thence to the Drill Shed. The firemen will leave the procession at their headquarters at City Hall, and the Militiamen will be dispersed at the Shed. On Thursday evening the members of the team will be banquetted at the Hotel Davies.

A B8UDGET OF GENERAL NEWS FROM ALL PARTS OF THE WORLD, Hattrax, Sept. 15.—The tail end of the great storm which swept the Atlantic lust week, failed to reach Halifax, where during the past ten days the weather has been the hottest of the year. Rain commenced to fall to-night for the first time in four weeks. ‘ Frepexicton, Sept. 15.—The forest fires are driving the wild animals from the woods. Friday afternoon, while two sons of Edward McMennamin of this city were at work on the booms in Lincoln, three handsume deer made their appearance near by. The young men succeeded in capturing one of them. They brought the animals to town last night. Rome, Sept. 15.—Six persons were ar- rested for complicity in the assault upon Crispi. The injuries inflicted compels Crispi to undergo medical treatment for a week. The name of the man who committed the assault is Caporali. He states his action was due to the fact that Crispi looked happy and content while he had nothing to eat for two days. Lonpon, Sept. 14.—Six cotton mills at Blackburn have closed, owing to the de- pressed trade. Vicrorta, B. C., Sept. 14.—The schr. W. P. Sayward arrived from Behring Sea this morning with 2,700 skins, 800 of which were taken before entering Behring sea. Lewes, Del., Sept. 15.—Bark Sorridern previously reported, lost second mate and steward overboard during the storm on the lith, picked: up twelve of the crew of the Norwegian bark Freya 250 miles off Cape Henry, who had been twelve hours in an open boat. On the 12th took five men off the waterlogged schooner Carrie Hall Lister, Capt. Howland. Mon- day night in the same vicinity the Sorri- deren a vessel bottom up. Those on board the bark were unable to dis- tinguish the name of the wrecked vessel. An abandoned four masted schooner was

It is intended that $40,000 secured by settlement of the Jesuits estate and other funds shall be devoted to the foundation of chairs in the great Catholic university in Montreal as a branch of Laval.

Loypon, Sept. '4.—Ata conference of the British Pharmaceutical Association held at Newcastle a few days ago, Professor Siebold read a paper on “Arsenic jn Glycerine,” in which he demonstrated that arsenicou-acid was present in very large quantities In @ majority of samples of glycerine which he had analyzed. His statements produced a profound impression among those present, and a number of speakers who afterwards discussed the paper agreed that Prof. Siebold’s discovery had an important and serious bearing on the Maybrick case, and steps should be taken at once to discover the true source of arsenic alleged to have been used by Mrs. Maybrick and to have caused the death of her husband.

The aggregate length of dock and passage walls is three and a half miles. The walls are forty feet high, five feet thick at the top, and from 18 to 19 feet thick at the base.
