A mo- ment's thought on the subject will bring this truth into focus. In our own spheres of life we are all very much aware of the advanc- ed coat of livins. This is definite- ly reflected in the administration of schools and colleges. Wages, cost of fuel and material for maintenance and repairs, have greatly advanced, some of them doubled in the past decade.

“Of course, many people do not realize the extent nor implications of this fact, especially when and if the institutions thatnserve them are publicly supported by munici- pal. provincial or federal Govern- ments. They take it for. granted as part of the vast governmental paternalism that has evolved in recent times, and let such govern- ment worry about it. But. private institutions, some oi them very large, and some quite small like our own, foresee an important crisis ahead.

"The fact is that tuition fees; (I an: not now referring to maln- tenance of boarding faculties, that is another field ior reedflust- ment). have not advsnoedin pro- portion to costs, although scene institutions have doubled their fees in recent years. Statisticians commute that tuition fees which formerly covered about 40 per cent of cost where an appreciable ice was charged, new account for lea: than 80 per cent of actual cost. Iih-is is an over-all picture and d.oea not reflect the contri- bution of the paltry sums asked for in this province. _

"The question is, where, in this ever mounting scale, is the in- creased revenue to come from? If fees are adequately increased. the result will place higher education beyond the financial ability of many good citizens. Private en- dew-merit is badly crippled in these days; and-, frequently oe- ourring drives ice- funds, while they may be supported for espi- tal expenditure, are not popular for maintenance purposes. Conse- quently, the pressure for some sort. of Federal Government aid ls mounting across Canada. and is actually being responded to in the - ‘United States. -

"Tile form such assistance would take is a considerable problem, and one behind which reluctant governments can stave oiif immed- iate densands. Dita consideration oi this problem is not only pru- dent but essential. indiscriminate grants could be satisfactory so long as reasonably democratic government: hold power. But who can say what measure of totali- tarian power future governments may ursurp? Such governments could then make their education- al systems sounding boards for their social doctrines, as happen- ed in Germany and still obtains in Russia.

"It seems logical, than, that the Government's role is not to monopolize education, but to pre- vide supplemental means: not to csstfmctllds and dictate policies: but rather to sld the existing sys- tems better to realise their ideals. This might be done by gran-Ls to individuals rather than by grants to institutions. In any case the protecting oi the rights of indi- viduals io choose the educational facilities which best suit them will effectively further our heritage of liberty and democracy.

Camp- bell who is continuing his grad- uate studies; Mr. Ernest Jolie of Windsor, Ontario, as Instructor in Oolnime w; l-‘tev. Owen Sharkey in the High School Department; and to replace Rev. Charles Gallant Rev. J. W. Pineeu returned to the Staff alter two years engaged in pariah work. All have done satis- factory work, and each has con- tributed something of importance to the College life.

“In the Extension Department, Father Imlncis who has done yeo- man service in that work during the past five years, was unable because of illness to carry on the arduous duties, and we were ior- tunate to obtain Mr. Eugene cor- man of the class o! 196i to take over. Mr. German is well fitted for this work and we bespealt for him a fair share oi success.

“I wish to congratulate the Study Body on their initiative in participating in the International Student Service scheme to adopt a European student from among the Displaced Persons, and pro- vide for his continuing his edu- cation here next year. In order to do this they hsd to submrtbe

to the International Student Ser- vice. They were also fortunate through the co-opcration of the Provincial Government whose grant to the International Slmdeni: Service enables a student repre- sentative to go to Europe for a Sumlner School this year.

“Our graduating class is the largest we have had. We have tried to guide them in the form- ing oi a foundation upon which they can build an sdequste philosophy of life. I would like to remind them once more that it is but s foundation, and the work is still theirs to build the superstructure. We wish them ev- ery success in that. effort.

"We aro all most plesaod that Dr. Steel has so .kindiy and generously consented to address the graduates; his own duties are sufficiently onerous at this time of year, without added burdens: and so we appreciate the more his coming. I do not know how long Dr. Steel has been teaching but it is almost 80 years since I first. sat in his class, and I as well is many others here have kindly memories of his careful, methodi- cal and effective methods of teaching. l-le has contributed very greatly to our province's educa- tional status, and we od St. Dun- sun's are grateful for his hon- oring us today.

“I d» not know whether this is the first occasion on which the Principal of the Provincial insti- tution has addressed the graduat- ing class of 8t. Dunstarrs or not. I recall that some years ‘ago the Vice Principal of Prince oil Wales College, who was himseld a grad- uate of Si. Dunstsnis, addressed the graduates o! that year. Per- haps when Prince of Wales Col- lege has that Board oi Governors of which we heard recently, my successor or I may welcome the Rector o! St. Duncan's as he addresses the graduating class of Prince of Wales College.

“This afternoon my thoughts go’ back to the first, College Convo- cation exercises I ever attended. This year marks the fiftieth spring in which I attended or might, have attended such exer- cises.‘ And curiously enough while I have s. number of times spoken‘ st such exercises, this is the first occasion on which I was invited to address the graduates. You will gut-flex‘ then that ior me this is a unique and particularly gratifying event. -

"As I turn new more particular- ly to the class that today holds the centre of_ this stage, the class in whose honour the proceedings of this afternoon are especially arranged, I wish to extend heart- icst congratulations on the suc- cesslul..compleliorl of an arduous, and yet I trust, pleasant, four years oi concentrated work. ~At times you may have wondered whether the goal towards which you struggled was worth the et- fort you were having to make to attain it. This afternoon. I trust. you a e experiencing n feeling of satisfaction that your effort was, indeed, worthwhile, and that you are in a mood to speak a word of encouragement to your succes- sors in this academic family.
