Municipal Planning Needed

The accident by which one of our city water mains was broken last Friday by a machine excavating for the Provincial Department of Public Works would never have happened under a proper system of municipal planning. It was to remedy conditions arising out of lack of co- ordination between our civic and Provincial de- partments that the Charioltetcym Planning Board was formed last year. This Board, a body corporate operating under a Provincial statute, has wide powers and 'ast year was engaged chiefly in the preparation of a series of maps of the City chairing the public utilities, such as storm and sanitary SCFEI’ system, water supply, schools, streets, etc, such maps being regarded as essential to the first stop in civic planning. The Board is now engaged in preparing a mas- ter plan of the City, to provide for definite busi- ness, industrial and residential areas and for the zoning of such areas, etc.

The Board is authorized by law "to investi- gate and obtain information relevant to the densities and distributions of the residential, commercial, industrial and school populations of the municipality, the assessments of lands, the locations and capacities of school facilities, drainage and sewer systems, communications, public utility and transportation systems, public buildings, hospitals and such other information as may be necessary to show the conditions of life and the use of land in the municipality and to record the information so obtained by means of mops, charts, statements or texts." It is em- powered to prepare and recommend to the Council for its adoption a, proposed official plan or plan imrovements, and in connection there- with to hold public meetings for the purpose of obtaining the participation and co-operation of citizens, to recommend by-laws or amendments to by-laws and Iegislolion, to prepare estimates and to perform "such other duties as may be requested by tho Council." Originally Charlottetown was planned very efficiently, as the layout of the main streets and crossings plainly shows. But in the newly built- up areas there has been no civic planning at all, and the result has been almost disastrous. Last session a special committee of the Legis- loture had to be appointed to report on unsani- tary conditions in certain areas, a condition dir- ectly traceablo to the lack of municipal plann-

Motor Accidents 0n Increase

During the year 1946 a total of 1,616 per- sons were killed and 30,576 seriously injured in 57,810 accidents involving motor cars with trucks, motor cycI-es, bicycles, street cars, rail- way troins, adult pedestrians and children on Canadian streets and highways. Property dam- age to the vehicles and personal belongings of the victims is estimated ut more than $11,000,- I00

Provinces from the east to the west coast, dem- onstrating very clearly the increasing hazards of automobile accidents. Here they are:

Prince Edward Island: 1946, 12 months- killed, 6; injured, 46; property damage, $23,849 in 374 accidcnls.

Nova S:otia: Dec. 1, I945 toiNov. 30, I946 -—killed, B9; injured, 961; total accidents, 2,- 123; accidents property damogo only, $1,313; pro- perty damage, $327,374. The total accidents increased by 420.

Ontario: 1916, 12 months-killed, 6B8; injured, 12,288; pmpcrty damage, $3,345,384. The number of accidents increased from 13,485 in 1945 to 17,356 in 1946. Killed increased by 90, injured by 2,424 and property damage by $1,096,113.

Manitoba: 1945, 12 months-killed, 79; in- jurcd, 1,859, property loss, $465,504 in 3,653 accidents. Accident increase over 1945, 1,441; property damage increased by $278,544, more than double 1945.

Saskatchewan: 1916, 12 months-milled, 65; injured, 1,700; property loss, $622,276.

Alberta: 1946, 12 months-killed (est) 40; Injured, 1,533; no estimate of property loss.

British Columbia: 1946, 12 months—killod, I47; injured, 3,920; total accidents, 9,792 of which 11,965 resulted in property damage total- ling $1,352,670.

types of motor driving, show that for tho first three months of 1947 tho accident and dam- age rctes are rapidly rising. Nothing achieved so for in compulsory insurance, suspension of driving licenses, fines and jail sentences has checked the deadly rising roll,

Most significant factor is that the Provinces of Novo Scotia, New Brunswick, Ontario, Mani- toba ond British Columbia which keep the most detailed motor accident records, show these facts more conclusively: that drivers involved in the most serious and fatal accidents were of ages between 25 and 40. They were experi- enced, in normal physical condition, and most of such accidents took place on straight roads or at street intersections in brood daylight.

Intoxicated drivers accounted for a rela- tively small propcrtion of the total accidents.

To put it plainly, careless, reckless, bad- mannered and inattentive dtiving is the major factor in serious automobile accidents, far sur- passing the factors af intoxication, inexperience, or defects in motor cars and highways.

The first two French decrees implementing the law of March 19, 1946, which gave the status of departments to Guadeloupe, Martini- quc, Reunion and French Guiana, have just ap- peared in the Journal Official. The first deals with the establishment of departmental insti- tutions and the second with the formation of a prefectorial council in each of these new over- seas departments. These decrees constitute the initiol step in the creation of a new adminis- trative regime that has as its aim the complete assimilation of France's oldest Overseas Terri- tories. They mark a development eagerly awaited by the peoples of these territories which will in some measure reward their age-old loy- alty to republican France.

Admiral John Arbuthnot, first Baron Fisher of Kilverstone, O.M., died this date 1920; had a most distinguished career at sea, and in I904 was created First Sea Lord, o position he held till 1910; it was he who revolutionized the Brit- ash Navy initiating the Dreadnought, oll big-gun ships, with the result that naval shipbuilding had to be revolutionized also; at the outbreak of Great War I he was reappointed First Lord in 1914 under Mr. Churchill, but there was such a clash of strong personalities, that he had to resign the year following, the immediate cause of their difference being the advisability of the Dzrrdanolles expedition. He was a great contro- versialist, and kept The Times enlivened with letters of criticisms of Mr. Churchill and the pawcrs-that-then-were at the Admiralty. Later he published what has been described as two "Ziighly fulminutory works" entitled Memories in 1919, and Records later in tne some year, which proved pungent material for fruitful discussion by naval experts and politicians: "Fear less, hope more; eat less, chew mbre; whine less, breathe more; talk less, say more; hate less, love more; and all good things are yours."

Another of our distinguished Canadian bankers, in the person of Mr. Fdwin A. Crockett, First Executive Vice-President of the Bank of Nova Scotia, has crossed the bourne in his three score and tenth year. To see him, his alert fig- ure, piercing eycs, and general active personality one would not have imagined he had reached the allotted span, and it says a grot deal for his ability and value as a banker ‘that his services were retained by the directors so long after the usual age for bank officials to retire. Though a son of old Col. Crockett of York, a power in both military life and politics here in his day, Mr. Crockett was born with no silver spoon in his mouth, and attained distinction unaided ex- cept by his own merit and indominitable per- severance. In the course of his banking career, he travelled much, and was as well and favour- ably known among bonkers and business men in the West as he was m Upper and Lower Con- adc and the Maritimes.
