I understand that during the next five years we have $1,- 536,000 falling due, and to retire that we" have in the sinking funds 8486.000; which means that we must pay off cver a million dol- lars, If by giving the necessary authority to the Government now to borrow that, this Government could save some thousands of dol- lars to the taxpayers. I think we are in duty bound to pass the legislation."

I don't place the blame on anyone. but people throughout the country I have talked to have asked me to have a special prohibition ofllcer appointed for Kings Coun- ty to see if nothing could be done to stop the flow cf liquor at the present time. formation of the committee I may say that the Government has ai- ready received several propositions of refunding some cf our million- dollar s.l2'per cent bonds and other issues at lower rates of interest. We feel that these are good business propositions but we have not taken any of them up, partly because we do not have the legislative author- ity, and partly because we do not know that they might be the best bids available. What is necessary at the present time is to pom this legislative authority. Give the Government power to borrow in order that they may be in a posi- tion to take advantage of the op- portunities as they may arise of refunding exhorbitantly high - priced, high interest rats bonds, at a more favorable rate of interest. I can assure the member from St. Peters that it is not the intention to spend any of this money in a reckless or extravagant manner."

Mr. MacPhee (Second Queens) thought the idea was "a splendid one." Mr. Cox should not get the idea that the Executive was ex- travagant because that was one of the things that must be guarded against. Refunding was one of the first means that must be taken to cut down expenditure. If it is pos- sible to refund the six per cent million-dollar bond issue at a sav- lng the Government should go ahead and do it.

Premier’ Lea: "It is possible to refund at a saving to the Province, but the question arises, is it the best thing we can do’! At the pres- ent time, due to conditions all over the world, the bond market is not quite so favorable. ‘Therefore we are Just taking authority to do this funding, and it will depend on the advice of the financial houses as to what it is wise to do. I may say that giving authority to the Gov- ernment to borrow three million or even six million dollars is not go- ing to make the slightest differ- ence to cur expenditure. The last government expended $500,000 or 8000.0» more than they were authorised to do, so that the more taking of authority by the Govern- ment doea not constitute extrav- agance. Mr. Dennis: "Are we asked to be- lieve that you or someone else has some mysterious power that will induce bond holders receiving six per cent interest to hand over those bonds to the Provincial. Govern- ment for other bonds at three per cent? Money lenders are not that class of men." '

I-Icn. Mr. Alien: "At the present time we have an offer which will save this Province, on part of this million and a quarter issue, some- thing equal to over $100,000."

Mr. Dennis: "Will you explain that offer."

Hon. Mr. Alien: "I won't take the time by going into details, but I thin-k the hon, member should ac- cept that statement."

Mr. Dennis: "The point is we want to give the Government every facility we can to carry on tlie business of the country in the way they think best. But our people at the present time are expecting the members they elected to protect their interests. and we have got to find minutely why this huge amount of money is being voted."

Premier Lea: "We are not vot- lng; we are just taking the author- ity to do it. My hon. friend is con- fused."

Mr. Dennis: "We are passing over to the Government the auth- ority to obtain that much money, are we not?"

Premier Ioa: "Yes; but that is not borrowing, at all."

Mr. Dennis: "Isn't it?"

Premier Lea: “No. We may never use it."

Mr. Dennis: “You have to get that authority before you do so. We have given authority before to governments on th same assur- ance that it might riot be needed; but they always saw fit to use it. That very thing may be done again. There was. I understand, an amount voted for the Potato Grow- ers Association by the Government. Whether the money was paid to the Bank, or whether the amount was guaranteed or not, we do not know. I would like-J’
