The question of putting witnesses before the parliamentary committees under oath was the subject of a whole forenoon’s dis- cussion last week before the public ac- counts commitiee, and oceupied the whole afternoon session of the House. At first sight, it would appear that the Opposition decline to believe Mr. Joseph Pope, except on hisoath. His testimony was desired by the public accounts committce to explain some of the expenditure incurred Sea Commission in Paris astsuinmer,and when he presented himself | for examination they wrangled ail morn- ing about putting him on oath, and as a consequence he was not examined at all. The point in dispute between Government and Opposition was a very small matter. The Opposition contended that the com- mittee should be given general powers to swear witnesses; the Government said

Several speeches were made on both sides of the House, but the principal contribu- tion was that of Sir John Thompson, who exp'ained at some length and justifi- ed Sthe acticn of the Government. Sir “John’s speech was elaborate and technical, and savored more of a law couit than of parliament. He opened by refer- ring to the difficulties arising out of such a question, and congratulated his followers for withstanding the combined assault last session of Tarte and McCarthy with their irreconcilable views. Before taking up the Northwest issue, Sir John incidentally referred to the situation in Manitobe. He claimed the courts had decided that the Government had no authority to pass re- medial legislation. Coming to the North- west school ordinance, he excused the de- lay that had taken place in the considera- tion of the protests by declaring that while the ordinances were passed on the 31st December, 1892, the tirst petitions against | it.were not received till late in November, 1893. These petitions contained complaints grievances on account of harm alleged to be done by the ordinances and apprehensions of the future on ac- count of the removal of safeguards. What- ever the measure had done by way of re- gulation was, however, beyond the power of disa'lowance. Sir John then proceeded to show that most of the grievances com- plained of w - based on ordinances passed 2, and of which nocomplaints were ever “ae For instance, the regu- lations respecting the examination of teach- ers and the securing of a uniform set of text books, was approved of by the Roman Catholic members of the old board them- | selves. The only change in text books

| made under the ordinance of °92 was also

made with the approval of the Catholic section of the board, and the books were the same as used in the Catholic schools The most eminent petitioner (Archbishop Tache) declared it was the future that must be safeguarded. When he was asked by the Government to pro- duce the objectionable clauses in the ordi- nance of ’92 he did not do so,

Sir John claimed that as far as the French language was concerned, the bi- lingual readers provided for the instruc- tions of the younger pupils in French, though tueinstruction was to be delivered in the English Janguage. While it was very valuable and desirable to have all pupils Jearn the two languages, it was more important that they should at least know English, the language of the great major ty in the country. As to religious instruction, that was wholly in the bands of the school trustees, they having the power to engage just the sort of teacher they wished. The ordinance of °92 sim- ply abridged the time for religions instruc- tion. Sir John then explained that the petitions asked that the Dominion Govern- ment either command the Northwest az sembly to repeal the objectionable ordi- nances, or else disallow them.

The Government did what the petitions asked for but in a different way. They asked the Northwest assembly, in the name of the Governor-General, to remove the grievances complained of by ihe Catholic minority and to safeguard their schools as to the future. He said the Government had not referred this school question to the courts because they were not asked to do so, and concluded by asserting there was absolute unanimity in the cabinet as t» its decision in the matter. During his remarks the Premier announced that the Catholic minority had again signified their intention of carrying the recent Manitoba decision of the Supre ome Court again to the Judicial Committe of the Privy Council. I wish that your space pertaitted your re- producing the whole of Sir John Thomp- son’s speech, instead of the very impertect summary I have given. It occupied about an hour in delivery,-and was a dispassionate statement of ihe case, such as one of Sir John’s judicial cast of mind might be expected to inake. T he gravest attention was given to the Premier, for, indeed, it is only with difficulty he is heard at a short distance when he is talking calmly. When he is a little bit out of temper, he raises his voice, but it is never as loud as it should be. It is verv evi- dent that Sir John, in dealing with the school question and others wherein rave or religion is concerned, is determined to to stick within the four corners of the constitution, and mete out justice accord- ingly. No nationality and no sect are going to get any favors. He is a Romar Catholic and we are bound to believe him a sincere one. He has his own opinions upon religious questions, but it is his last thonght to import them into politics, or to legislate for them in Parliament. His position is a difficult oné as a very ‘large proportion of his own party are naturally inclined to be suspicious of him. But Sir John Thompson will yet show himself, if

i not a statesman, at least an impartial

legislator, and the best proof of this is the attacks which have been and are being made upon him in Ontario as the tool of the Catholic bishops, and in Quebec as the slave of the Orange lodges. These in- sincere Protestants and Catholics are not

WINTER COMMUNICATION.

In the Benate recently a bill was intro- duced to amend the acts relating to the Moncton and Prince Edward Island Reail- way and Ferry Company, the object — be- ing to grant the company an exterson of their charter. Senator Poirier, who has charge of the measure, explained that the

uncertainty which exists as to the cability &c., of the tunnel scheme. If the tunnel is to be bored, the compauy will withdraw their scheme; but if the tunnel is not to be bored,the company are an- xious to give the Islanders the benefle of their scheme.

Senator A. A. Macdonald thought the company had been granted sufficient ex- tensions already, and it was unfair to ex- tend their charter, which would have the effect of shutting off others who might be disposed to undertake the work. He thought explanations should be given of what the company have already done, whether any money has been expended or

Senator Poirier said that money had been expended, and this last season three expert engineers have been col- lecting information concerning the ice and making soundings,

of the tunnel, su as to be in a position to otter the Government to perform the ser- vice for a few dollars less. It appears as if the company’s proposition was playing well into the hands of the Government. The Government are in no hurry to spend eight or ten millions of dollars to establish communication between the Island and the rest of the Dominion, and so long as they have any excuse for delay they will say we are willing to give you commu- nication, but we are waiting to see what somebody is going to do at the west end of the Island; and the company says we are waiting to see what the Government is willing todo, and thus the Island people will be left out in the cold for some years yet to come. this question of constant communication had been played with a little too long already, and that it was about time that some active work was commenced. It appeared exceedingly singular that the vorings promised to be undertaken last year should have been postponed until the month of September, at a time of the vear when everyone knew it was impossible to take soundings in an open strait six or eight ‘miles wide. It was very evident that there was no intention to complete the borings last year. Mr. Prewse hoped the Government would see that the bor- ings were commenced in proper time this year, inthe monthof May, so that they might be completed in the calm season.

In the House, Mr. Perry was infrom ed that Mr. George Conroy is in charge of the weather signal at Tignish Breakwater, for which he receives $45 a year. Al that the amount of wharfage dues collected at the port ef Tignish last year was $73.38, less commission of 25 per cent., $18.35, leaving a net amount received by the De- partment of $55.93.

Mr. Yeo was informed that the amount of $106 had been expended this spring for repairs to Brae harbor, under the foreman- ship of A. McKinnon. No returns had yet reached the Department. The work consisted in placing fender piles for the protection of the breakwaters from run- ning ice.

The Hon. John Hearn of Quebec West, who succeeded Mr. Thomas McGreevy, has again been very ill, so low, indeed, that the last rites of the church were administered to him. Mr. Hearn is an elderly gentleman, and was greatly reduced by an attack of la grippe last fall. He hasa peculiar affection of the throat, which causes him to speak in a high pitched falsetto voice, rich!y flavored with the brogue.

One of Ottawa’s most prominent citizens is ex-Alderman John Heney, a Knight of the Holy Sepulchre, but familiarly known as “Honest John.” A few days ago he celebrated the 73rd anni- versary of his birth. He is a County of Cavan man, and left Ireland for America

just fifty years ago, and has resided at Ottawa for now nearly half a century. He still treasures the medal which, five years before he

left the old sod, he received at, the kands of Father Mathew, the Apostle of Tem- perance, while he has kept the pledge till this day. There cannot be a temperance meeting in Ottawa without John Henev on the platform. He has been very suc- cessful in life and is accounted wealthy, while his name is almost foremost in every good work.

The state dinner, which had been post- poned on account of the death of Lady Aberdeen’s father, was held on Thursday evening. The invited guests comprise the Lieutenant-Governors, the Cabinet Min- isters, Privy Couucillors not in the Cabinet, the Judges of the Supreme Court of Canada, the Chief Justices of the Su- perior Courts of Law and Equity, the General and Admiral on the Halifax station, the Archbishops of Ottawa and of Ontarie, the deputy heads of departments, the Speakers of the Commons and the Senate, and a number of other officials.

The ‘grand ball given by the ladies re- siding at the Russel House, was one of the most pleasing social events of the season. It took place last Friday evening; 900 persons were invited, bui they did not all come. Over 500 are said to have been there and the toilettes were gorgeous.
