| United States Postal Changes. | On the Ist of July, the following im- portant reductions aad increased facili- ties, will take effect :—

First. The weight of all single-rate letters is increased one-half ounce each or fraction thereof, to one ounce each or fraction ‘thereof. The same increase of weight is allowed for drop letters, whethor raailed

at stations where there is a free delivery or | whese carrier service is not established.

_ Second, All newspapers sent from the ‘office of publication, including sample cop- jies, oF when seat from a news agency to actual subscribers thereto, or to other news | sgeats, shall be entitled to transmission lat the rate of one cent per pound or fraction thereof, the postage to be prepaid. This is a reduction of one-half from existing | rates,

| Third. Any article in a newspaper or other publicstion may be marked for obser- | vation except by written or printed words, | | without inerease of postage.
