MOSCOW. Jan. 16 - (AP) - Russia today issued an addltioria. list of locations forbidden to visit- ing foreigners. including 22 cities not on the list circulated in Sep- toniiber. "1910 g

In the area of Moscow itself. foreigners had been restricted to travel on certain roads within 30 miles of the capital. Now they mus: stay within 26. with cer- tain exceptions. .

Cities added to the "forbidden" list include: Poltnva. Kharkov. Kirovgrad. Pskov. Vitebsk. Gomei, Yaroslavl. shcherboakov. Bryansit. Chkalov. Novosibirsk. Stallnsls. Ufa. Omsk. Tomsk. laarka (ex- cept for foreign shipping). Chore- mishovo. Chirepovets. Saratov. Astrakhan and Magach-Kala.

The region around Uchenskoye reservoir. northeast of Moscow. also was added. to the list.

There could be a. number of reasons why travel by foreigners would be forbidden in the cities listed. In the case of the Siberian cities. it may have something to do with the Soviet atomic energy program. particularly with regard to Yaicutsk, which some believe is near the site of Soviet atom- bomb experimentation.

In other cases, the rcasiins may be the proximity of war industries.
