Mr. Shaw asked the Commissioner of Public Works if it ia the intention of the Ciovernment to complete the road leading from the Cardigan Road to Lorne Valley through the Iand of John Milligan, this season, the right of way being secured to the Goverament. Also, if it is the intea- tion of the Government to complete the opening of the road leading from Prospect Hill to Narrows Creek the ensuing sum- mer.

Hon. Mr. McLean replied that beth these roads were under the consideration of the Government.

Mr. Shaw asked the Commissioner of Vublic Works if it ia the intention of the Government to place the Launching Wharf in euch condition as will be suitable for shipping purposes the coming autumn: also if it ia the intention of the Govern- meat to open a new road from Launching Hoad to Cardigan River the present year leading on the right of way secured from Mr. Michael Sweeney during the past

matter of the road would receive attention.

Mr. Rogers asked the Commiasioner of Public Works to lay on the table a de- tailed statement showing the several items of expenditure contained in the sum of $1,290 66, aw shown in the Public Works Report of 1891, and charged to roads in Queen's, Prince and King’s Counties, and in inquisiticns on new roads not shown by the report of the Commissioner of Public Works, to have been spent by the super- visors; the items by public competition or private contract, the nature of the work done, the different localities in which the work has been done, the names of the sev- eral persons t) whom the several contracts were given, aud the smount received by each person respectively, and the authority by which each contract was let, and the date of each payment made.

Hon. Mr. McLean replied that the mat- ter would receive attention.

Mr. N. McLeod asked the Provincial Secretary-Treasurer to lay on the table a statement showing all payments made on account of the public service from 3lst December, 1891, up to this date, such state- ment to show what part of this amount was due up te and including the 3lst Decem- ber, 1891; also what amounts are due or owing by the several departments of the public service up to the 6th April, 1892.

Mr. Bentley asked the Leader of the Government to lay on the table all papers and correspendence between{this Govern- ment and the Dominion Gcvernment re- latiwe to our claims against that Govern- ment for non-fulillment of the terms of union and other claims that the Province may have against the Government.

Mr. Peters said he would like to know how,far back the hon, gentleman would like himto ge. The question should be de- tinite,

Mr. Bentley said he wanted the corres- pondence between the present Government and the Dominion Government.

Mr. Peters said that such part of the correspondence as he thought could be laid before the House without iajuring the Government's work would be produced.

Mr. Bentley thought the House had a right to all the correspondence.

Mr. Bell submitted an Act to amend the Summerside Incorporation Act of 1886, which was read a first time and made the

order of the day for a second reading to morrow.

Sir Bentley asked the Leader of the Ciovernment to lay on the of the House a return «f all corresp midence be- tween the present Government and the commissioners appointed to value the A. EF. C. Hollands estate on Lot 28, purchased by the late Government in 1291; also a state- ment of the charges made by said commus- sioners for valuing said estate, and how muck was paid, if any, for their services

Mr. Peters said the information asked for would be submitted as s90n as possible.

Mr. Gordon asked the Leader of the Government why the fins! report of the comm 'ssioners appointed to investigate the affairs of the Public Lands Office, and which Report was submitted to the Government in the autumn of 1890, was not laid oa the table during the last session of the Legisia ture ; alsothe reason why the report was not published as an appendix to the Jour- nals of the Assembly for the last year, the sheets forthe same having been printed, folded and gathered by order of the late government, 80 that its publication in the Journals would entail little or nu cust.

Hon. Mr. Peters said the final report of the Commissioners was put in the hinds of the members and the public before the House tact. He was not aware until he saw the netice on the order book that the ‘ate g vernment had the sheets gathered or stitched toyvether as stated He thought the circulation of this report throughoat the country wis a sufficient record of the pro seedings.

Mr, Sullivan asked the Commissioner of Public Works if it was the intention of the Government tu open the road from Gooas River Road, Lot 42, to the shore road through the farase of Angus D. McKinnon and Michael MacDona)J during the present of the

Hon. Mr. McLean said the several roads asked sbout liad beer under the considerstion of the Government for some time.

Mr. Clow submitted « bil! to incorporate the Temperance Hall Co. at Murray Harbor South, wnich was read a first time and made the order of the day for a second reading to morrow.

Hon. Mr. Peters preseu'ed a bill to allow Louisa M, Hobkirg to transfer certain lands in Prince County, which wus referred to the Private Bills Committee.

On motion the House went iato committee of the whole to farther consider the Act respecting the Legislature, Mr. Angus Me- Leod in the chair.

The Leader of the Opposition moved that in section 52, (qualification of voters), after sub-seciion g, be udded, ‘‘ or any man in any electoral district, who is a district school: teach or teacher or professor in any sch ol or college in this province otherwise qualified under this act, or every person who derives au income from some trade, occupation. ealling or profession of not less than $250 annually, beard and lodging to he included as) = part of said income, and who is a son of a land holder holding land as owner thereof with 3300, provided such son ie a resident with the father at the time of the election, or every person who is residing at the time of the election in the tlectoral district in which he tenders hie vote, and has resided thereon continuously for 12 montbe immediately prior to the time of such election, and whe during the 12 months next prior to tke tine of such election derived or earned wayes or iscome from some trade, vccupation,

ealling, otlice or profession, of not less than 2200.

Riffe Association Meetiog.

The thirty-first annual meeting of the Provincial Rifl+ Asscciation of Prince Ed- ward Island was held last evening in the City Court Room. I[t was one cf the most successful and enthusiastic meetings ever held in connection with the Association. The attendance was large and the very best of feeling prevailed. Minutes of previous meeting and report ¢f council with finan- cial statement was presented by the Secre- tary-Treasurer and unanimously approved. The total expendit ire for the year was eleven hundred and forty-one dollars. Five hundred and fifty-seven dollars were given in priz:s at annual prizs meetings, one hundred und twenty-five dollars to rifie team at‘ending the D. R A. priza meeting at Ottawa, as entrance fee to matches.

Lr.-Col. James Douglas Irving, B. M., was gain unanimously chosen president, and Capt. Geo. B. Davison secretary and } treasurer.

The following officers were appvinted vice-presidents : Lt.-Col, Francis Degherty for Queen's County; Lt.-Col. Moore for King’s County; Major McLeod for Prince County.

Members of council for Queen's County are: Capt. Stewart, Capt. Weeks, Capt. Crockett, and StaffSergt. M. Allen. For Prince County : Lieut. E. D. Sterns and Sergt. B. C. Prowse. For King’s County : Lieut. E. Stewart and Surgeon Gillis.

Range committee : Capt. Weeks, Lt.-Col. Moore, and Capt. Stewart.

The Hon, L. H. Davies and John Me- Lean, Esq , M. P., were elected represent- atives from this Association to the D.R.A., Ottawa.

On motion it was resolved that the thanks of this association be tendered to our patrons and friends, especially to the Lt. Governor, the Provincial Government, the Brigade Major, the Charlottetown Banks, the daily papers, the merchants of Ciarlottetown, and all contributing mem- bers. Moved by Lt.-Col. D. ghert y, second- ed by Lt.-Col. Moore and carried unan!- mously, that His Lordship, Judge Hodg.- son, Master of the Rolls, be elected Vice. Patron of this association in place of the late Hon. Judge Young, L L. D

After considerable discussion it was de- cided to send « team to St. John in Jane next to compete for the inter Maritime trophy to be shot for on the St. Jokn Range. A sum sufficient was granted to puschase return tickets for team.

In the course of his lecture of last evening he explained very clearly the causes why the Canadian Northwest, and particvlarly the], valleysof the Rea River and Saskatchewan, possesses the most fertile soil in the world, and showed how it ia that the vaprous clouds pass over the arid plains of the United States, and just at the right time, iu the month of June, precipitate their wealth of rain upon the fruitful fields of the Canadian prairie farmer. Mr. Laird also described the chinook winds and their causes and inflaence upon the climate of the west, in the vicinity of Calgary. His account of the operation of frost in the Northwest and the breaking of the ice in the rivers was most interesting. The chairman (Mr. Percy Pope) conveyed to the lecturer the thanks of his appreciative audience.
