All the items except forest and mis- ce laneous have largely increased since last year, especially animals and their propncts which are $334,000 mivre than last year, and manfactures. which have increased over $89.000 The imports during February were valued at $3,230,235 against $7,385, - 421. in February, 1889. The free geods were $1,831,467, as against $1,752,258, and coin and bullion $143,835, against $26,589. The total duty collected during the month was $1,939,911- Last February it was $1,737,088.

Lieut.-fovernor Carvell's Speech

Tue members-elect of the House of As- sembly were sworn in this afternoon at two o’clock by a Commission consisting of Mr. Justice Hensley, Hon. A. A. Macdonald and Hon. John Balderstone.

At three o'clock His Honor the Lieuten- ant Governor came down to the Legislative Council Chamber to open the first session of the thirty-first General Assembly of Prince Edward Island.

The membersof the House of Assembly having appeared at the bar without a Speaker, were sent back to their chamber to elect one, whereupon Patrick Blake, Esq., of Charlottetown, was unanimously elected. Mr. Blake expressed his thanks in a few appropriate works for the high honor bestowed upon him ; and was warm- ly congratulated by the Leader of the Op position, the Hon. John Yeo.

They then returned to the Legislative Council Chamber; and the Council having elected the Hon T. W. Dodd to be their President, Lieutenant Governor delivered tv both Houses the following

In this my first year as Lieutenant Governor of the Province, lam happy to meet you in General Assembly, knowing that you will de- vote your most earnest attention to the pro- motion of measuies for the general public welfare.

Agriculture being the chief pursuit of our people, you will be asked to adopt such means as will best advance this industry and render the labor of the husbandman more remunera- tive.

Believing that agricultural and industrial exhibitions, through the cncouragement they atford the artisan and the farmer, are condu- cive to the progress of our people, my Gov- ernment have made an arrangement with the Charlottetown Driviag Park aad Provincial Exhibition Association, by which the Provin- cial Exhibition will in future be conducted on a larger scale and under improved manage- ment.

My Government are pressing the claims of this Province agaiast the Federal Government and Iam pleased to inform you that the appli- cation made in reference thereto is now receiv- ing the favorable consideration of the Domin- ion Cabinet.

The Commissioners entrusted with the revi- sion ani consolidation of the Statutes of the Provinee, have finished the work assigned them, and the result of their labor wilti be submitted for your approval.

Your attention will be called to Bilis re- specting the Eiection Law, Executions issued out of the Supreme Court, and Bills of Sale. 1 feel satisfied that you will bring to the con- sideration of these and other subjects that will be snbmitted to you, the sericus attention their importance deserves.

MOVEMENTS OF THE BOATMEN

Euizaperu Stewart, the missing wit- ness in the Weeks-Sutherland poisoning case, was captured at Crapaud last evening | by Police-Sergeant Bradley and Officer Taylor. She was brought to the city to- day, arriving shortly betore one o'clock this afternoon, and was driven to the resi- dence of Sergeant Bradley. on Douglas Street. Afterwards she was cormitted to jail to await the adjourned hearing of the case on Tuesday next.

Ever since Miss Stewart’s sudden and seemingly mysterious disappearance on the night of the 13th inst., the authorities have been unceasing in their efforts to ascertain her whereabouts. Policemen and constables armed with full authority to search for and arrest the girl, have been scouring the country in all directions; but it was not until last evening that she was arrested.

On Friday night last Sergeant Bradley left the city for Crapaud where he remain- ed until Saturday night when he left for Cape Traverse, which place he reached about midnight on Saturday. On Sunday morning at four o'clock the otlicer drove drown to the boat-house, having a young man with him in the sleigh. After tying his horse behind the house, the otlicer ap- proached Captain Shep. Allen, end told him he wanted to get the young man across in a hurry, remarking, ** I suppose there's no fear of being detected?” Allen asked, ‘* Where is the other?” and the oflicer re- plied, ‘‘ He'll be here directly.” Allen then said, ‘*All right; I got a letter saying there were two going.”

Sergeant Bradley again requested Allen to hurry up. Allen then went away saying he would be back in a few minutes. In about five or teu minutes time he returned and said to the officer, **Are you in earnest across /”

Allen then said, ** lf you pay me, I'll take you?” The otticer replied, *‘ 1 don’t want to go without paying you. How much do you want!” Allen answered, ‘* Enough to pay the full crew,”

After Bradley had again urged upon Allen the necessity of his moving live'y, the latter went over to Harringtuon’s, where the rest of the crew boarded, and sent over Captain George Irving. Like Allen, Cap- tain Irving did not recognize the officer, tor it was not yet daylight. He, however, made signs that it was too rough for the buat to cross that day.”

That settled things for the time being, and Bradley went to Harrington's where he put up his horse and had breakfast. As soon as daylight broke and Captain Irving had a look at the officer, he recognized him, miking sigus to the others of the crew, “‘I know him good enough; he arrested me in town once for using firearms.”

About eleven o’clock on the same day Bradley searched some houses in the vicinity of the Cove, where it was thought the girl might possibly be hidden. When he returned to Cape ‘Traverse he found that the boat was about leaving for the other side, although the weather was still thick and rough. He drove after the boat, and while so dving saw a sleigh com- ing from the direction of Bell’s Point. At this time the boat was in the open water As soon as the occupants of the sleigh saw the officers’ team they turned about and drove back.

The bvat’s crew remained away all night, returning to Cape ‘Traverse about eleven On Monday. Lefore their return, however, Bradley telegraphed two different points at Cape Tormentine to find out if any boats had crossed the previous day, and if any had crossed tu ascertain how many passengers, if any, had been taken over. The officer got an answer from both places that ‘* No boat had crossed.” After the boat's crew had returned to Cape Traverse, Bradley examined both boat and oars, and asa result of this examination arrived at the conclusion that the boat had not crossed to the other side. However, Captain Irving told him that he had cross- ed and taken one passenger—a man. The officer thinks that the object of the boat's crew in staying out all night was get him to leave the place.

On Tuesday morning, Bell's boat went across with seven passengers—but the fair Lizzie was not among them. Ona the same day Bradley searched several houses at Cape Traverse, Searletown, Carleton and Bell’s Point, but failed to get track of her.

On Wednesday morning, Captain Irving was crossing with six passengers, and he in- formed the officer that for $50 he would take him to the house at which he left the passenger he had taken across on Sunday. The officer knew that the Cap- tain had not crossed on that day, and, of course, took no stock in the offer.

Officer Taylor arrived at Cape Traverse by train on Tuesday evening, and both hunted around well for the girl, look- ing closely after the many hidivg places among the clumpets of ice at the water's edge. On Wednesday they received in- formation from a man whom they pressed very strongly on the subject, that the girl was at the residence of Mr. Wesley Myers, a well-known resident of Crapaud. Thither they repaired, reaching the house about six o’clock, There they found Lizzie and her sister. Lizzie’s hair, as well as that of her sistar,had been cut short since they were last seen in this city, and the former was mmus the ear-rings she wore
