Wasurxoron, April 28.—The war situa~ tion is sub-tantially this: The blockading squadron remains passive before Havana, with no present purpose of bombardment

or of drawing the fire of the shore bat~ teries.

The etrategic purpose of an effective tlockade of the Cuban capital is being

accomplished to the entire satisfaction of the authorities here.

There is vo indication that any part of the fleet will be withdrawn for the purpose of affording additional protection to the North Atlantic ports.

As to the report of a naval battle off the Philippine Islands, the naval authorities here seriously doubt whether the Spanish fieet will make a stand against the Amer- ican ships. There is no certainty that there will be an engagement atall in the near future, tbe main purpose of the American expedition being to *eize and hold some Spanish territory in the Philip- pines as a base of operations in Asiatic waters, Itis thought possible that this can be done witbout attacking at all, by seizing asuitable port on some of the adjacent islands without fortifications, the sympathies of whose inhabitants are towards insurgents.

Large quantities of lumber wood and piling are on our wharves ready for ship- ment. Your correspoodent interviewed several of our shippers, and thy say that vot a cargo can be sold in United States to~ day. Veseels just returning from the American coast report that it was im- possible to sell in Brooklyo, and they were obliged to call at different ports along the coast, and where a sale was made $1.40 acord for soft wood wasall they received. Our shippers paid $1.25 and $1.50 per cord for this wood al! winter, which means a great loss on recent ship- ments aud a loton their hands impossible to get a market for.

A large number of Canadians returned from Boston on Saturday. They say that othere are coming home. ‘They report the excitement at Boston, over the expeeted bombardment of the city by the Spanish feet, ia at fever heat, and the people are anxious to get away.

Mr. Balfour’s Opinions.

Lonpon, April 27.—Mr. Balfour, reply- ing in the House of Commons yesterday to questions respecting interference with cables, pointed out that articles 15 of the Paris cenvention of 1884, to which Great Britain, Spain ard the United States were parties, provided that belligerents ia time of war were free to act with regard ‘o cables, as if the convention did not exist. ‘Iam not prepared,” sad Mr. Balfour, to deny that the governments, Ou groun j of military exigencies, would be justified in interfering with the cables between the territory of an Opoosing power and ’anotrer part of the world.”
