The prime minister said Wed- nesday that labor department sur- veys indicate the employment _pic- ture this winter will be brighter than last winter when January unemployment hit 538,000, a post- war high for that month. How ever, it was below the post-war peak 590,000 reached during ‘the winter of 1957-58. -

Mr. Diefenbaker said the prob- lem of winter unemployment is one that all levels of government frave to face. Progress was being made through the co-operation of industries, employers, unions, governments and the general pub- lic toward creating’ more winter

Reviewing last winter’s works! program, he ¢6aid 4,000 men were employed am average of 41 working days on site at 2,000 dif- ferent projects. The total spent was $62,000,000 of which about $20,000,000 represented labor costs.

He said that because of the ear lier announcement of the pro gram of incentives this year- he expects more projects will be ap- proved and federal contributions toward labor costs will be about $15,000,000—a 50-per-cent increase on the $10,000,000 contributed by the federal government last win- ter.
