| ‘A, McD.’ says: ‘When the friends of | the F people came into power in 1871, they | found the City Treasury not only depleted, but on the verge of bankruptcy.’ I have not taken the trouble to see who were then, nor in the subsequent |year; but I see that from the City Ac- counts, the revenue at that period was insufficient to meet demands for the in- growth, extent, and necessities of the city. It is, therefore, I presume, that the Horse and Carriage Tax was ims posed, for it was passed on June 29th, 1372, and it provides that horses be taxed $2, and carriages $1 each. Another Act was passed, on the same date, providing that property—under certain expressed cireumstences—situated between Pownal and Prince Streets, on the one hand, and Water and Kent Streets on the other heaesl, be assessed for one half the cost of ‘ her ing down, constructing and repairing’ the sidewalks within that area. lam not now in a position to say how much of the macas damizing fund was saved by this measure, but it is evident that it enabled the Fi- nance Committees of the time to work to considerable advantage.

Councillors

A third Act of the Legislature, of the same date as the ones mentioned, con- tains this significant clause :—‘ Whereas, * * * * the City Council of the city of Charlottetown are empowered to add the! sum of three pence in the pound to the assessment of one shilling in the pound, ie and, whereas, the said sum of three pence in the pound, is inadequate for the purpose therein recited: Be it therefore enacted that the said City Council shalj have the power to assess, in additinn to the said sum of one shilling in the pound, * * * the sum of sixpence in the pound upon the rental,’ &., &.

The concluding clause of each of these Acts provides ‘‘ That the sums arising from the said assessment shall be expended in macadamizing the streets of Charlottetown and for no other purpose whatever.” a

Now, sir, let me assure you once more that my idea is not to throw blame either on individuals or parties in the City Couns cil since 1871, but to show, not only ‘A, McD.,’ who, I am satisfied, ought to know,
