It may be argued that pronibi- tion would be useless unless a majority of the whole electorate were in favor of it. But the Government is not in @ position to argue inthat way. They held the plebis- cite at a cost of $250,000 of the people's money, and they are, in reason, and io duty; bound to abide by the result. In reepectto all public matters the majority vote governs; ead having put the matter to the vote the Government are bound to abide by and act upon the result of the voie, Upon the plebiscite question, also, Sir Charles has the Government com~ pletely before the wind. As he says, “the whole thing was a shameless imposition.” Then, as to Senate reform, Sir Charles says :—
“Search every country where Parliamen-~ tary institutions exist, and I defy you to show me one single case in which so monstroue, eo absurd, and so utterly un- tenatle a proposal (Sir Wilfrid’s Senate reform schem+) was ever made as that to
