—Mr. M-tealfe, M. P., for Kingston de livered a racy speech on the Remedial Bill. He is reported to have said that the charge of inefficiency against the Manitoba separate schools, before 1890, was without foundation. He visited them, in 1889, and found many of them equally as good as the schools in Ontario. The Academy of the Immaculate Conception was one of the best schools he ever saw, and, as a teacher, he had seen a good many. Mr. Metaalfe said he was not disturbed by the slander hurled, by the Opposition, at Sir Charles Tupper. They hurled the sane slandera at Sir John Macdonald, and, now, they said he was the greatest statesnian Canada had ever produced. When Sir Charles Tupper was removed from regions terrestrial to regions celestial (laughter), they would say: “Ob! he was a great statesinap; he was lovely.” (Great laugh- ter). Sir Charles Tupper had done good service to the Dominion,both in Canada and England, The Upposition had made fun of him for thrusting his hand jnto the lungs of Canadian cattle at Liverpool, byt Sir Charies was quite ready to come over here and thruat his knife into the liver of the Grit party. (laughter and applause). He thought the bill was a good bill, and he was not efraid to appeal to the constituency of Kingston for re-election on this bill alone. He urged the House not to get lost in inter- minable law and logic, but to act on the straight princip‘e which they knew to be correct.

Russia and France are now using Turkey as a catspay and it is impossible to say whether an unexpected development such asa French nayal de- monstration off Alexandria may not even yet be planned. There is real cause for ureasiness despite the official equanimity shown by Lord Salisbury’s departure for the Riviera. Sheuld the Dongola expedi- tion meet with a reverse it is impossible to say what may not happen. The long cabinet councils and consulations with military chiefs bode no good, and with an erratic, unstrained foreign minister in France Jike M. It was decided that in order to obtain information and the opinions of the farm- ers throughout the Island a circular letter would be at once sent to the secretary of each dairying Company in the province asking him to confer with the directors of the company and answer certain questions c mtained thereia. Dear Sin,—The Agricultural Com nitiee appointed by Legislature, now sit- ting and deliberating on the question of cold storage and dairying, are anxious that you, as secretary, will take the opinion of the directors of the dairy factory in your ieighborhood and give an answer to the following questions, and you will thereby much oblige:

1. Was any of the cheese manufactured in your factory injured in any way before it was marketed ? If so, please state how

The Committee then proceeded to discuss the subject of cold storage.

Mr. Sinclair - In regard to the seaso ing of cheese; if it cannot be kept well it is a atrong proof that we require cold storage.

Mr. Dillon— Without cold storage cheese will abriuk ene pound per month—a heavy loss from shrinkage. tf you have your cheese in cold storage itis not going to shrink. You lose, at present, more than the cost of cold storage in shrinkage.

Mr. McWilliams— What is the reason those cheese cannot be made to keep in this climate without cold storage ?

Mr. Dillon—On account of their compo- sition; there is one-third casine, one-third fat, and one-third water. That water is going to evaporate while on the shelves and the cheese will dry up

Mr. Shaw—When defcient in these proportions it is not properly flavored.

Mr. Dillon—No, it does not suit the market so well.

Mr. McWilliams—It is but lately that we have heard of cold storage.

Mr. Dillon—Cold storage has been used for cheese ever since f have’ had anything todo with it. They put up cold storage buildings as early as 1867 at Ingersoll and they have been keeping their cheese with ice above it ever since that time. 1 saw oue Of the first factories built in Canada and it had ten inces of saw-dust all through the walls of the apartments where the cheese were kept.

Mr. J. A. McDonalid—Did that answer the purpose ?

Mr. Dillon — Only fairly.

Mr. Siuclair— Do they not object to that now, considering thet the ice causes damp- ness ?

Mr. Dillon—No, the ice can be put so that the dampness does not affect the quality. By the salt and ammonia pro- cess the cheese come out .ju-t as nice as they went in. The process consists in having brine made of salt and ammonia forced through pipes. That takes up the hot air and cools the atmosphere. For instance, if this were the room used, there would be a coil of pipes running through the centre of it, back and forth several times. Through these pipes the brine is forced. Frost collects on those pipes till there is quite a thick coating,

Mr. Shaw—Woul? oot that frost have a tendency to make it damp 7?

Mr. Dillon—It dogs not seem to.

Mr. Aitken—You shipped the products of the cheese factories Jast year to Mont- real. You did taat in the interest of the patrons, considering it a saving to p'ace it in cold storage, notwithstanding the expense. [t was done in the interest of the patrons because it was a prefit and benefit ?

Mr. Dillos—Of course, that was the idea.

Mr. McWill ams—What would thet cost this Province ?

Mr. Dillon—Qn the output of last eea son’s cheere?

Mr. McWilliams— Yea.

Mr. Dillon—The freight was twelve cents a hun‘red to Montreal, and there was truckage and wharfage‘there and truckage here.

Mr. Shaw —In reference to Mr. Aitken’s question as to the shipping of cheese to Montreal und putting it in cold storage in the interest of the patrons of the factories, is it not the fact that it was difficult to get buyers to come here ?

Mr. Dillon—We could get the buyers here easier if we had cold storage provided to send the cheese to?

Mr. Sinclair—What is your opinion about shipping from this port? Do you suppose that if we had, say about one- third of a steamer load of freight stored up here, it would be eary to get one to call for it ?

Mr. Dillon—Yes; I think if we had, probably, cne-third we could get a steamer to call here easily.

Mr. Shaw—That woul! be a steamer fitted out with refrigerators ?

Mr. Dillon—Yes.

Mr. Aitken—I have heard it said it would be a great advantage to have cold storage here, owing to the winter shipping. Would it be advisable to keep the cheese so late in the season that that difficulty would meet us ?

Mr. Dillen—I think it would be of great advantage to dairying: to have cold storage.

Nr. Lairi—If we had cold storage here the cheese might be held until winter set in.

Mr. Dillon—You could ship your cheese )to Halifax before the close of navigation.

Mr. Dillon—There are only two winter ports open to usin the Dominion, i. e., St. John and Halifax.

Mr. Sinclair—You cannot depend on this port after’ the middle of November. The insurance of the steamers runs out about that time, and they do not care to riek running here.

Mr. Aitken suggested having cold stor- age at Georgetown.

not go for cold storage in Halifax.

Mr.Shaw—lf we had cold storage in Halifax would not it interfere with our sales of cheese from the factories? We

place that cheese in cold storage; we would be enabled by the warehouse certificate to get an advance on the cheese as we do at present—fifty cents per hundred pounds, There would be a steamer calling here once a month for the cheese, then che salsemen from the different factories would be suzy posed to come in here ‘and meet the buyers and sell the product of their respective factories. If cold storage were in Halifax or St. John it would be a difficulty and a disadvan‘age for those salvemen to treat with the buyers. These buyers would have to ga around to the seugral factories or the salesmen would have to meet them at Halifax or St. Jolin

Mr. Dillon—My id-a is that, if we have cold stotrage here, when your cheese are sutfisieutly cured, you can ship a éar - load in and put it in the refrigerator. and take your warehouse receiptto the bank and get money to advance to the patron», as we have been doing in the past. Your cheese wi.l be there fur the inspection of the buyers, 1 expectegch company will appoint a representative to sel) oheese and there representatives would arrange to havea monthly meeting; they would correspond w.th the buyers anl notify them that there would be a clicese mar~- ket in Charlottetown on certain cays in mouth—on the eame day each month, or perhap: twice a month as occasion would require—and the buyers and salsemea could nfeet, andthe cheese would be right where they could be seen by the buyers. They might be bought by a man to-day and, if he was of a speculative turn of mind, he might pay for those cheese and leave them in cold storage to be ehipped when it suited him and pay the usual rate for their storag’. Mr. Shaw—Waas it not 34 cents ?

Mr. D.llon—Yes, for our cheese—a large quantity.

Mr. Shaw—Then, from the foregoing fact*, cold storage being established for this Province at Halifax or St. John, would very materia!ly uperate'to the disadyantage af the sale of cheese as between the buyer andthe seller from this I-Jand? The salesmen would have to be paid, aad this would be an additional expense.

Mr. Dillon—As little handling as poe- sible is best. The boxes get dirty and broken. For instance, last vear some of the cheese had to be loaded on a steamer whose accommodation for loaling was not the best and they were handled four time- in getting them patin her, Those boxe- were light and a great many were broken in the handling. They woull hav: to b- taken out and trucked again at Montreal! and put in the warehouse and afterwar I< trucked again. This is adding exp nse bs sides damaging the boxes.

Mr. Shaw—Yon would advise, then, if there was cold stgrage established here, to have it on the line of railway s0 as to save tre trnckimg and thus save expense.

Mr. Dillon—Certainly, so as to have the boxes in good conditicn and also save truckage expense.

Mr. Sinclair—Ii would be much_ better to have itsoas to ship from the cold storage to the steamer. There is another thing that struck me. There was~a suz- gestion made to me and I thought it-had a good deal of rorce—that you gould hardly keep up so many salesmen, that it would be necessary to have one man.

A New Fishing Regulation,

Reports from Winnipeg to the Govern- ment all point toa compromise on the school nuestion. What the nature of the sugge-ted settlement is no one outside the circle of cabinet micisters knows definite- ly, although the general impression is that something hke the Nova Scotia sye- tem will be agreed upon. It is stated, however, that no matter what understand- ing is reached in Winnipeg, the remedial Bill will be passed into iaw with the pro- viso which was referred to the other day and its preclamation by the Governor- General.

The supplementary estimates for the current fisca! year will be presented to-day. There is no doubt about their passing, as the mocey is really needed for expenditure already incurred.

The main and supplementary estimates for the next fiscal year are, however, not likely to pass.

Regulations respecting trout fishing have been recently altered in the prov- inces of Nova Scotia, New Brunswick and P. E. Island by an order-in-council which has just been issued. By the new regu!a- tion—sa'mon, trout,'speckled, gray, white, lake trout, Jand-locked salmon and toag may be fished for from April lst to Oct. Ist.

The Gothic church of St, Sauveur was destravyed by fire yesterday. The flames spread to the Hospital of St. Sauveur ad- joining the church. At 10 o'clock yesterday moraing a crime of & most unparalleled atrocity was perpetrated near Talmage, Albert Stone, aged §40, and his Swife, aged (2, while asleep at their home, were murdered by a fiend, who beat their beads to pieces after which numerous knife thrusts were made into the bodies of the dead. Their two daughters, Hattie, 29, and Emma, 22, and the family man servant were attacked and al] three fatally injured.
