the actual amount due at that date.” This contention is no better than the others, which have so signally failed to satisfy the public. A starting point, which cannot be questioned, is got at the 3lst December, 1889. The report of the Department for 1889 showed a balance of $410,693.54. The balances on the township ledgers at that date were taken off, first by the depart- ment, then by the commissioners, Messrs. Oarvell and Arnaud, and afterwards jointly by the commissioners and the department. The balance was found to be $412,977.93, or $2,284.29 more than shown by the re- port of the department (see page 22, com- missioners’ report). Thedifference was found to occur mainly in items relating to certain lands bought in by the Commissioner at sheriff's sale, and finally included by direc- tion of the commissioners. Taking the commissioners’ balance of $412,973.93, at
