The Civie Election.

A sruxtrep contest yesterday resulted in the election of Hon. T. H. Haviland as Mayor, Mr. F. if. Beer as Councillor for Ward Four, and Mr. Alexander MeK’nnon

as Water Commissioner.

The City Council is now, therefore, ma le up of the Mayor and the following Council- lors, viz :

Ward 1—Morris, Eden.

* 2—MeCarron, Byrne.

** 3—Douse, Taylor. 4—Crabbe, Beer. 5—Hughes, Horne.

The citizens would now like to see these yepresontatives of theirs sit down and con- sider ai business mon, anxious to promote the interests of the city, what is best to be done.

The accounts of last year have not yet been properly criticised, True, they bear the endorsation of the Mayor, and, on their face, make a good showing : but there are many points in them which might well be vlucidated by those Councillors who are intimately acquainted with the operations ef the Council. Post Office Savings Banks.

Wer are glad to know that the Federal Government has extended the system of Post Office Savings Banks to this Province. Heretofore our people were restricted to the Government Savings Bank, which has offices at Charlottetown and Summerside only ; remote country depositors were, there fore, often put to considerable incon- venience in doing their business with these offices. In 1867 the Office Act was passed, which provided for the establish- ment of the Post Office Banks, but coniin- ed their operations to the great provinces—- Quebee and Ontario, Oa the Ist of Sep- tember, 1888, the system was extended to Nova Scotia and New Bruaswick. Acadia College. BY DR. BOURINOT — RESPONSIBLE GOVERNMENT IN CANADA

LECTURE

WoLtrvitte, N. 8., Jan. 24, 1891.—Last vening, J. G. Bourinot, LL. D., C. M. G., clerk of the House of Commons of Canada, delivered a lecture under the auspices of the Athenaeum Society of Acadia College, before a tull house, upon ‘** Respousible Government in Canada, with comparisons between Can- adiim and American Systems.” Before begin- ning his lecture preper, the speaker sketched rapiily the system of government in vogue in the different previnces, particular'y ia Nova Scotia, previous to 1840, Resporsible Govern- ment, he said, was the natural outgrowth of this system of ruling, and the only reason ita arrival was 30 delayed was becanee it was not sooner asked for. Here an eloquent tribute was paid te Hon. Joseph Howe for the noble werk he performed. He then laid down certain priaciples concerniug Responsibie Government, the most important of which was that it was a system of rule calculated to weld into an united whole,and build up into a great nation, these provinces between the Atlantic and Pacific. Canada’s system of government was then compared with that of her great rival across the border, and. found t» be a more liberal and popular one in eveiy respect. With patriotic and inspiring epeech the lecturer depicted a bril'iant fature for the people possessed of so great a country and ruled so well as the Canadians of to-day. In conclusion he paid a tribute to the pioneers who prepared a way for the rays of the sun to shine ia the primeval forest, to the Loyal- ists who left their homes for our land, and above all to the men, the namcs of whom perchance are dim upon the tablets of our memory, Who laid deep and’ firm beneath the foundations of Responsible Government those principles of right and righteousness which are dear to every true Canadian heart. When a man from the capital of our Domiuion comes to these provinces by the sea to speak upon any subject, a hearty reception will be his; and especially warm will be his welcome when he gives utterance to such sentiments

Lord Hartington, during the course of a recent address to his constituents at Rossen- dale, Lancashire, speaking of the question as to whether Home Rale is dead or living, said : ‘* Its only chance is gone forever of becoming & practical policy. It isimprobable that the unity of the Irish party will be restored, as the contidence of the Gladston- ians in the political honesty of the Parnell- ites is permanently snapped. It is all the more hecessary that every measure for Home Rule should be strictly guarded and limited by the provisions of securing the unity of the kingdom. The Government is prepared to pass whatever remedial measures could be of practical utility to lreland,”’

Justin McCarthy and Thomas Sexton, who recently went to sonlogne to conter with Messrs. O’Brien and Dillon, returned te London on the 24th. When interviewed in regard tothe meeting, Mr. McCarthy said that the conference had passed off smoothly and that he had great hopes of a speedy andamicable settlement of the exist- ing troubles in the Irish party

Six,— During the past week we have not considered it necessary to answer the many slanders published and circulated by dif- ferent supporters of Mr. Haviland in their canvass for the mayoralty of the city. We take this opportunity of doing so.

First, the Guardian ofthe28th inst. reads | thus: “Itissaid * * * the gentlemen representing the liquor interests promised him (Mr. Tanton) their sylid vote. * °* We are sorry for Mr. Tanton. Sorry that after all the years he has fought the traftic he at last could be won over to ihe other side.” The italics are mine. The editor in pen- ning those lines did so with the full know- ledge that he was publishing a number of de- librate falsehoods, with a imalicious inten- tion of injuring one whosetemperance ante- cedents will not take 4 second place to that of any temperance man in the community, and who has labored persistently and con-+is- tentiy for temperance.

Secondly, that Mr. Tanton received a requisition which was carried around and signed by lquor dealers. Such requisition we have never seen, nor heard of, except from our opponents. We have satisfactory reason for believing that it never existed cu'side of the imagination of those who are not particular by what means they gain their points. That ‘*Mr, Tanton was the nominee of the liquor party” is effectively contradicted by the large liquor vote polled | by Mr. Haviland yesterd«y, and by the quantity of liquor used in order to secure his election.

The scurrility indu'ged in, and abuse c r- culated by different parties is beneath con- tempt, and fully justifies my applying the proverb —**Put a beggar on horseback and he'll ride to the devil,” to the mushroom aristocracy of Charlottetown.

A Word of Warning.

Sir,—In your issue of the 17th inst., re- porting the effects of De. Baynes’ virus on the patients inoculated, I notice the follow- ing: “There has been no untoward symptoms in any of his cases, even in one of advanced tubercular disease, where even the joints as well as the lungs and larnyx were rich in tubercular deposit.” Now, Sir, it wag only yesterday that I saw a prominent medical professor of this city re- fuse to inject the Koch lymph into a patient whose larynx presented **tubercular deposit,” fearing the effects that would be caused to this part of the breathing appar- atus by the lymph in its acticn on the tubercular tissue ; but his not being a medical specialist might account for his over-carefulness, where your local man, according to you, would have gone ahead and effected a cure. Good authority has it that a lot of harm has already been done by the indiscriminate use of this new remedy, where patients whose disease was only local, and, if left alone, would have lived a num- ber of years, were carried off in a few weeks | after injection which caused the general- ization of the disease. A word of warning, then, appears in season, and I would strongly advise those who contemplate undergving treatment in your city, to be very careful about the qualifications for the work of him who undertakes to treat them.
