Orrawa, Aug. 12.--Yesterday morning Mr. Foster brought up the casein which all previous attempts to secure ap investi- gation had failed.
He read the declaration of Dr. Ennis, who was the Conservative candiate in Gaspe in the Feleral election of 1896.
Dr. Eunis charges that H. A. Lemieux, Assis.ant Inapector of Customs of Mont- real, took aremarkable interest in that campaign on behalf of his ton who de- feated Eonis and is now the sitting mem- ber.
It is charged that Lemeiux neglected his duties and devoied himself solely to cam- paign work for his son.
What is more serious is the declaration that Inspector Lemieux acted st the poll
n Gaspe as a representative of Lemieux and tbat be took oath and acied at the polls under the assumed name of Lemurand
His son, the candidate, is charged with having furthered the fraad by addressing ths scruitneer by this bogus name.
The Records of the Clerk of the Crown contain the name which Lemieux 1s said to have assumed and under which he was swora.

Hon. Senator Ferguson arrived from Ottawa last evening and Jooks well afier the long sess:ou. Oa being asked by an EXAMINER reporter as to the situation at Ottawa and the work of the session he said :
“Well, the session has been a long one, but it isa record breaker in the amount of money which has beer voted for the public service ; «nd although the public
bills which have been made law do not in - clude many of first importance outside of the money appropriations, yet a vast amount of private legislation was pass -d, which must have great effect on the com - mere al life of the county.
“The session was not all devoted to talk tuen ?”
“Oh, by no means. There was certainly a good deal of criticiem, and like a good waoy Other thinge in thie world, it may not have beeu very evenly distributed, ia some places perhaps too much aod in o.hers too little ; but it would be a bad ‘hing for Canada it the Opposition fa led in its duty in this respect. Sir Charies Tupperaod Mr° Foster never distinguished themselves more than during the session. The Grand Old Chiefiain performed on amount of parliamentary work which was perfectly amazing. In nis grasp of ques» tions he was nct less admired by his op~ ponents than bis friends. In his treatment of the Alaska boundary he rose to the first rack of a British sta*esman, Mr. Foster is an id-al critic. Nothieg escapes him. Yet the Seo- ate during the recent session gave a search- ing revision to all the bills which came be- tore it, and orig.:nated twenty-five measures taauy of these of much importance. The work of the standing committees—always retter done than taose of the Commons— was this year more than usually effective. Amongst these are included the contracts witha the (Grand Trunk and Drummond county railway ec mpanies for the extension of the Lu. tercolovial Railway to Montresi. Con- tracts for this object were rejected in 1497 by the Senate tut newones were submitted this year by which, according to a Liberal estimate, $700,000 was saved to Canada. Wheo these billscame totbe Senate it wae there discovered that there was a private traffic agreement by which the 1. U. R. bound itself forever to the Grand Trunk to band over west-bound freight to that road and its Americau connections and sleo to fix unfair arbitrary mileages on tie I.C. R. This traffic agreement was pot printed withthe Billand was sot shown tcthe C.mmone during the dis- cussion. The Senate unearthed it and made the neccessary amendment which the Commons accepted.

“It was gratifying that Sir McKenze Boweil in the Senate aud the Hon Mr Foster and Haggart ie the Commone, warmly supported the Bill and added that in their opinion the Island was entitled to ali the branch railways proposed by the late Government.”
‘‘What isthe trend of opinion at the Capital about the Laurier Government ? “Decidedly unfavorable. Their ex- travagance in the face of solemn promises of ecoaomy is denounced by ail fair minded men. The recent disclosures of grit election mei!ods in Ooterio has disgusted all ho es: Liberals. It appears that there hax veen a regni+r resort to ballot stuffi ig at the byceelections. There is little doubt that the plebi cite returns were affected in the same way.”
