Some years after this the “ Mem- bers indemnity Bill”passed, in spite of the strenuous opposition of many of the leading men in the Assembly, who saw and foretold its consequences. Within four years from this period the costs of Legislation had so materially increased, that the “ contingent expenses of the Le- gislatnre amounted to nearly one third of the public Revenue.” The Governor General declined sanctioning an extra- vagautsn outlay of the public money. The Houhe refused 'o transact business with him and this may be truly called the point at which the rebellion coma menced.
