Lonpox, Nov. 16.—A despatch to the Mail from Durban, dated Nov. 11, says that Lord Methuen and his staff took the train going north in the direction of Lady» smith tonight. The London newspapers are again without news from South Africa except the announcement of the arrival of transports at Cape Town.

Eighteen thousand troops have landed at the Cape since November 4. General Buller says that the standard is not at Cape Town but in the country to the north. He has completed plans for the relief of Ladysmth; and additional troops whicb are now arriving wil! be utilized ac- cording to the plan of campaign prepared oefore the General left England.

Lonpon, Nov 16.—The London News Cairo despatch says that spies confirm the report that the Khalifa is advancing on Omdurman. Several British officers and a detachment of Seaforth Highlanders are going to Khartoum

Lonpox, Nov 16.—A despatch from Pietermaritzburg says it is yumoured that General Joubert, the commander of the Boer forces that surrounded Ladysmith has been killed in action.

The Times, of Natal, publishes a tele- gram from Lorenzo Marquez saying that General Joubert was killed in the action fought at Ladysmith on the ninth of November.

New Regulations Compiled by the

Minister of Marine.

Ortawa, Nov 16 —The regulations to govern the lobster fisheries for the sea ~ son Of 1900 have been drawn up by the Minister of Marine and Fisheries, based upon the recommendations of the lobster commission of last year.

The close season along the Bay of Fundy Coast and the adjacent Island from the main boundary along New Brunswick, around Cape Sable and as far as Halifax, is from May Ist to December 14th. inclusive.

The close season alcng the Nova Scotia coast from Halifax to Red Point between Martin Point and Michaud Point, Cape Breton, and including Chedabucto and S’. Peter’s Bay and adjacent Island, and the Gut of Caneo as far as Line, and from Flat Point to Inverness, Connolly Light houre opposite, is from July Ist to March 3lst following, inclusive.

Along the Cape Breton coast from Red Poist to Cape North and around to Cape St. Lawrence also along the ccast and waters of the Magdalen Islands including the Bird Rocks and Byron Is!aod and along the south sbore of the Gulf of St. Lawrence from Bay Blance Salmon westward to head tide, the close season isfrom August Ist te April 30.h, inclu~ sive.

The close season along the Northum~ berland Straits is not yet absolutely fixed. In all other parts the close season is from July Lith to April 19th, inclusive. Along the Northumberland Straits from a line drawn from Black Fish River, N. B. to West Point, P. E, I., and a line from Indian Point near Cape Tormentine to a point in P. E. Island not yet absolutely fixed, the size limit is seven inches.

Along the Bey of Fundy coast and around Nova Scotia as far as Halifax the limit is nine inches.

Lonpon, Nov.15.—Tenders for £3,000,: 000 in treasury bills, the first instalment of the war fund, were opened yesterday. The total of the applications amounted to £10,721,000. The issue was allotted as follows: £2,000,000 at six months and £1,000,000 atl2 months. ‘The average rates per cent. were £3 18334 for the 81x months’ bills and £3 5s 6d for the 12 month’s bills.

Loxpox, Nov 16.—The Hamburg- America steamer Patria, Captain Frolich, which left New York on November 4 for Hamburg, ison fire at Dover, All the passengers were rescued and have arrived at Dover.

According to the interviewers, conversa~ tions with the passengers elicited the fact that most of them are Americans who have come over for their vacation in Europe.

All were ordered on deck at six o'clock on Wednesday morning when they were informed that a disastrous fire had broken ont among the general cargoand es the crew were unable to cope with it the Cap-

tain said that he considered it advisable for the passengers to take to the boats.

At this time the fire had obtained a thorough hold upon the cargo. The smoke and flames were ascending with over- powering force, and causing the greatest alarm. The crew worked like heroes in the splendid endeavour to keep the flames under, but the great quantity of linseed among the cargo made all efforts hopeless. There was great excitement among the women and the children, but the example of superb coolness eet by the captain anc the crew had acalming effect on the pas~ sengers. A steamer camealong and picks ed up the passengers from the boats.

The captaia of the Patria remains aboard the steamer at Dover.
