Mr. Strong was speaking on the Address in reply to the Speech from the Throne. He pointed out that Regional Reconstruction Ooun- cils were set up in every Province under authority of the Dominion Department iof Reconstruction Act. 1944. Under this Act the Minister (Hon. Mr. Howe) is empowered to formulate plans for industrial de- velopment and conversion, public works and improvements, housing and community pl g. research and the conservation and develop- ment of natural resources. and with the authorization of the Governor in Council to provide for carryiris out such plans. He is also author- iaeel to establish boards or advis- ory councils in connection with these activities.

It was in pursuance of this stat- ute that the Minister appointed the Reconstruction Council in this Province headed by Mr. Peter G. The wartime prime minister o! Great Britain accused Russia of seeking "indefinite expansion of its power and doctrines." Speaking in the Westminster Col ege gymnasium where both Mr. Churchill and Mr. Truman re- ceived honorary degrees, the form- er Prim_ Minister dlllldd for an end to e "quivering, precarious balance of power" which-ha as- serted offered a temptation to "ambition or adventure."
