Ortawa, July 6.—The emergency food debate was continued until past midnight by three Liberals, viz. Monet, Oliver and Richardson, who condemned the white- washing report. The last two said that a great fraud had been committed ana they held the Government and the Minister of Militia responsible.

The minority report, introduced as en amendment, was lost.

The vote was taken at at 12.30. The tally showed 73 to 50.—stx Liberale— Richardson, Oliver, Rogers, Puttee, Ellis

| and Graham voling for the | amendment condemning the mia- jister and the department. Messrs.

At the conclusion there was quite a de- monstration in favor of the Opposition of the Pineau-Farqubarson Government. Cheer after cheer was given for Mr. Wise, the farmer-candidate.

Suaycaar July 6.—Young Shi Kai Governor of Shang Tung, has wired the French Couasel here that Prince Tung is virtually dictator at Pekin and is prepar~ ing aw edict ordering the extermination of all foreigners.

The Chinese cumulative reports, which are gtnerally believed! here, declare that all foreigners in Pekin have been meass- acred and that the Emperor Ruangsu bas been absolved.

Thirty thoussnd Chinese troops are now marching on Tien} Tsin under General Nich and troops are proceeding from Pekfn.

The safety of all the foreigners in the north of China depends upon the prompt action ef the Japanese.

Japan has 70,000 troops ready, but is prevented from sending them to China by international jealousies.

Today the inspection of the 82nd Regi- ment is being held.Inepection of arms and accoutrements took place this morning. This afternoon the regiment was inspected by Col. Moore on the drill grounds. It was put through several manceavres which were performed with much effi- ciency.
