Hlov. Mr. Farqubarson eaid it was diffi cult tot-ll just where the opposition are on this queswion. He thought.it was time to let common sense have a chance, as had been remarked by Mr. Peters. The amend- ments to the Liquor Regulation Act sub- mitted by the Temperance Alliance would yet come before the House. He was not hide =» bound in his ideas as to how they should do a thing. Let us wee if we cannot make Charluttetown 4 better place to live in than itis at present, If forty or fifty people are selling, avd the number is reduced about balf, there must be a materia! reduction in seliing and drinking. The bil! will make it impossible for about one-half the present sellers to continue in the business. Ifthe restric- tion siops the selling it will be a good thing. He would continue to fight rum, and would do all in hie power to put down the liquer evil.

Mr. Sbaw pointed out that the object of the imposition of fines under the Scott Act was to prevent the selling of liquor. The object of the present bill is to allow people tosell. He charged the Leader with vot keeping bis pledge regarding the intro- duction of a probib.tory measure and with swallowing his former utterances in op porition to license. He thought there might be enough honest temperance meu on the Gevernment side. aided by the opposition, to pass a prebibitory law and forever rid the city of the Iquor curers The time was opportune to take action in this regard.

Mr. Prowse thought the bill would doa great deal of good. It wasnot a license til’; it was merely a re trictive measure. He thought that the bill was a step in the rightdirection. It would close up more than balfof the places that now exist, aod this would mean a reduction in the drink- ing.

The trouble with the contractorto whom the building of the wing was let seme years ago was again reviewed, and the oppositicn strongly cond: maed the Government for their attitude towards Mr. Lowe. They also pointed ont that the government | ad previously issued debentures for the asylum aonex. But the money had not been used for this purpose and there was no guarantee that the money it was now proposed to raise would not be used for ordinary revenue.

The bill was read clause by clause and adopted on a party vote, a(ter the fol - lowing amendment, introduced by Mr. M. McKinnon and seconded by Mr.Sbaw, had been ruled out of order :—

Whereas, For several years past the in- sufficiency of the accommodation afforded to patients im the Hospital for the Insane has been prominently brought before the Heuse ;

And Whereas, A eum sufficient to pro- vide the necessary accommodation has been borrewed by the Government ;

And Whereas, The failure of the contract with Mr. Walter Lowe has reiarded the construction of that neceesary work,—

Theretore Resolved, That in the opinion of this House the difficulties with the con- tractor should be adjusted and all the

| damaged material on the ground shonid be disposed of-in order that the Government may be enabled to proceed with the work.
