Excitement Kax H1ica.—There considerable excitement on Lower Qoeen Street on Saturday afternoon, the cause being ap altercation between that well-known character Jimmy Hughes and acountryman. It is said that * Jimmy” wae thrown down and his arm was injured and shirt-sleeve torn. A kind citizen inter- fered to protect “Jimmy,” and the coun- tryman soon left the seene of the trouble at a lively pace, followed by a number of those who witnessed the affray.

SHABBY CONDUCT, of Mr. Larke, the Executive Commissioner at the World’s Exposition, respecting the treatment which certain Canadian exhib- itors received at Chicago, has been laid before Parliament. It is instructive read- ing, not only for the facts therein con- tained, but as an illustration of the ways of some of our neighbora and the difficulty that our Government must have in dealing with a nation with whom negotiations ought to be easy and all transactions honorable.. It is to be remembered that the persons referred to in the report were men entrusted by the United States with international duties, and whose con- duct should have been scrupulously beyond suspicion, much less reproach. For the following concise synopsis of Mr. Laurier’s report, we are indebted to the Ottawa Citizen :—

“To understand the matter it is neces- ‘ary to go beyond the record in the report, and include some facts known to many Canadians. Inthe French Exposition of 1889, the McCormack Harvester Co., of Chicago issued a challenge to a field con- test of harvesters. As it was neutral territory and all makers were alike pre- pared, the challenge was accepied by the Massey-Harris Company of Canada, ainongst others, and to the amazement of the sharp Chicago firm the Canadian machine came out first and received the grand prize. This appears to have rankled in the mind of the Chicago firm, and one can easily gather that it was determined to get even at the Columbian . Exposition ifitcould. The Canadian Commissioner seems to have anticipated something of this, and very properly, at the outset, de- manded to know whether agricultural im- plements would be judged on the floor of the exhibition building, or required to undergo a test in the field. He was assured by the Exhibition authorities both verbally and in writing, that field tests were both impracticable and valueless. This decision had been reached after a careful consideration of the subject and consuitation with leading manufacturers in> the United States, the McCormick people amongst others. This determina- tion was duly conveyed to our exhibitors, who governed themseives accordingly, and made no preparations for actual work in the field.

In July, four days only before the work was to begin, Canadian exhibitors were suddenly informed that they must take their machines into the field or get no awards. It was impossible to do so upon such notice, snd Mr. Larke promptly _re- fused to submitto the requirement, pro- tested against this extraordinary breach of faith, and threatened to publish tne facts and correspondence unless good faith was kept with the Canadian exhibitors. Vig- orous action had iis effect, and the Cana- ‘lian implements, it was ence more prom- ised, should be examined on the floor.

The cause of the astonishing right- about-face of the Exposition authorities became apparent when it was seen that this McCormick Harvester Co. alone was in favor of field tests, and nearly every other exhibitor from the United States fol- lowed the Canadian example and deter- minedly refused to allow their implements toenterso unfair a competition. It is fair to infer that the McCormick Co. had, afier advising the Exposition authorities that field trials were impracticable and useless, sufficient influence to compel the Exposition authorities to commit a glaring act of injustice to al! other exhibitors. Its competitors had been induced to come un- prepared for tests, and the McCormick Company, beimg on the spot,with machines ready, hoped to win a snap victory and re- cover its laurels Jost in France.

In due time ajury, consisting of one German professor, one Russian, and sey- eral from the United States, examined the Canadian implements. With one excep tion they acted most impartially and hon- ourably, and as it was well known, unani- mously recommended awards to our lead ing exhibitors. Their report was duly sent in to the Committee of Awards for publication. A fewof the recommenda- tions were acted upon by the Executive Committee of Awards and the awards were published, but every one recommend-

The court refused te grant the Canadian appeal to have the findings of the regular jury carried into effect, upon the ground that the Committee on Awards had a right to have the implements examined two, three, or a dozen times, and could act upon any report it chose. To put it in plain English, it had the right to ap- point a succession of examiners until it found one whose report would agree with the pre-determination to grant no awards to certain exhibitors, All the machines had been twice previously examined, and the threshing machine of the John Abel) Machine Co. was examined three times and recommended for an award, and it tooka fourth atten:pt to find a verdict against it.

All the facts of the outrage upon the Canadian exhibitors were not known be- fore the commissioners representing for- 'eign governments had left Chicago, but | enough was known to elicit the sympathy of these gentlemen and their sharp critic- ism of the action of the Committee on Awards, and the feeling found expression jn the following important document:

Suffering of a Wrecked Crew.

Victoria, B. C., May 21.

Captain Lareen and crew of the lost steamer Undaunted have arrived at Nan- aimo, from Kodiak, Alaska. They were wrecked in March in a field of ice and drifted on a large floe until Apri? 5th, when a costing steamer rescued them. Two had gone blind and three insane through their awful sufferings.
