Hope is expressed at Ottawa that the Pro- vinces of Ontario and Quebec may be induced to conclude tax agreements with the Dominion Gov- ernment, in which case the latter stands pledged to hold another Dominion-Provincial Confereacr to deal with the social security and public in- vestment proposals which were outlined at the I945 Conference but never put into effect. Un- der the agreements negotiated with the other Provinces, the corporation tax, income tax and succession duties fields were yielded to the Do- minion for a five year period terminating March 3i, I952. lt will be recalled that guaranteed

minimum payments in return were fixed of SZIOQDOO, in the case of Prince Edward Island, subiect ta odiustmcnt upwards for

increases in provincial populatioh and in gross national production per capita In addition, on March 3i, I947, the DOmlfllOfl discontinued its wartime tax of 3 cents a gallon on gasoline, leav- ing this field of taxatron entirely to the Provin- zes.

An added inducement, so far as Ontario and Quebec are concerned, is that the agreement specifically allows the imposition of taxes on income derived from logging and mining opera- tions, without any deduction from the payment to the Provinces concerned. This has not served to bring the Central Provinces into the Dominion tax agreement orbit as yet. Whether the results of the last Dominion general election will have oiiy effect an this issue remains to be seen. In the meantime, the prospects of reconvening the Dominion-Provincial Conference is being canvass- ed, but without any intimation from Ottawa as to its attitude in this respect.

It is the hope and expectation of Princa Ed- ward lsland, that when the present agreement ex- pires in I952 better terms will be obtained on the basis of the terms granted to Newfoundland on its entry into Confederation.

Moving Labor flay

The Canadian Association of Tourist and Publicity has launched a campaign to set back Labor Day from the first Monday of September to the third Monday, this with the idea that it would lengthen the tourist season by a fortnight and thus add to the profit and prestige of all concerned with this business. Labor Day, as the association says, secs the closing of the majority of tourist centres and is accepted as the official end of the tourist season

"We can see the advantages of a practic- able extension," comments the Ottawa Journal, "but it does appear that for this scheme to work thcre would have to be some change rn the dates of the long vacation in the schools not only in this country but in the United States. For. hosts of families the governing factor in their vacation is not Labor Day so much as the reopening of the schools the day followinq. They plan their holidays for July or August while the children are free.

"We doubt that any proposal to extend the Summer school vacation by two weeks would find much favor and to change its dates from mid- July to mid-September would impair the tourist traffic i.i the early part of the Summer. ln fact we often have thought tho school holidays should run from mid-June to mid-August because the latter part of June has our longest days and sometimes some of our warmer weather, while by Iatri August the days are shortening and the weather cooling."

Churchill Explain

Mr Churchill, in a recent foreign affairs debate in the British House of Commons, cleared up some of the public misunderstanding which surrounds two of the most disputed policies con- sidered by the Allies in the war.

The first policy demanded "unconditional surrender" from Germany. Mr. Churchill at- tributes its authorship to Mr. Roosevelt. He oc- cepted it because he did not wish to offend the United States. His ac,c_eptance_was reported to the British Cabinet who concurred but did so without examining the policy.

The Hnnsard report for July 2I reports Mr. Churchill as saying:

”i am not inclined to think any great harm cumc from that particular phrase. (Labor mem- bcrs, "Oh.") lt is a matter of indifference to me whether you agree or disagree, but I am not at all satisfied that it did produce vary evil con- sequences, hut I did not thinln on the whole it is the. phrase we in our Cabinet would have used."

The second policy was the plan for the so- called "pastoralization" of Germany. It was pra- posld by Mr. Morgcnthau, than Secretary of tho U.S. Treasury. its purpose was to destroy Germany's industrial power and reduce hor to the status of an agricultural country.

This punishment was defended by Mr. Mor- gcnthau on tlic ground that it would prevent Gor- many from aver being strong enough to start a new world war. Ha was blind to the harm that would be done to Europe's economy, to world trade, and ultimately to the balance of political forces in Europe, if Germany were degraded by force of arms to a pauper state.

Mr. Churchill told the House that a plan for such "harsh" treatment of Germany was lnlt- iallcd, but not signed, by himself and Mr. loon- vclt at their Quebec confironcc.
