But no one knows better than the editor Patriot that here, it is quite impracticable. The circumstances of this Province necessarily make it so. We cannot reasovably expect—we have no right to expect—our best men, few of whom are very wealthy, to give their time to the service of the country for nothing—and fiud themseves. ‘The Patriot has made a mistake. ‘The intelligent taxpayers of the Province will not be deceived by its subterfuge. The question must now (after years of baffling in the Legis- lature) be squarely met at the polls.

Shall the Legislature be reduced?

The acswer of the Oppositiovists candidates and their organ alike is uu- satisfactory. They say. in effect, we will consider the matter; and if the people say so we will see what can be dowe; but we thnk it jast as rea-ovable to abolish the Lieut. Governor or tbe House of Assembly, as the Legislative

Conncil; you see, we must be very f careful.” How bald, voncertain, in- . definite, uubusiness like is this—what a wide range it gives them! If they mean to abolish the House of Assembly, why don’t they say so? If they intend to close up Government |House, why don’t they say so? If they propose a general amalgamation why don’t they say so? Why don’e they let the electors know what they intend todo? They intend to do nothing. That is the conclusion to which reason points. ‘Let the ship stagger along under her heavy load of useless machinery; let the owners pay the cost for they are able; so long as we can all draw our pay, we see no par- ticular reason why there should be avy change.” Such is the position taken, with refereace to this questiou, by the

There are in the veto ot the Lieutenant Governor and in the veto of the Governor General—either of which may be applied to any Act of the Legislature—and in the criticisms of a watchful Press, and in the agitation of a free people, very jealous of their rights, a sufficient guarautee against the passuge of Acts harmful to the interests of the Province and its property-holders ;—and therefore the Legislature may be re- duced.

But, demands the Patriot, why not as well abolish the House of Assembly or the Lieutenant Governor?

Well, the Lieutenant Governor is a Federal officer, paid, not by the Prov- iuce, but by the Dominion ; and he is the representative here, not of the people, but of the Crown. So long as the Province remains under the beneficent sway of Great Britain, we shall not object to the presence cf a representative of our beloved Queen.

As tothe House of Assembly, it re presents the life aud the progress of the Province. It rests upon the broad basis of the manhood of the country. It is the object of the aspirations of our ablest and best men. It is the birth-place of almost every law passed on the Island. It is the battle-field of every measure of

reform. With all these claims to consideration, comes ip the uestion whether the abolition of

e House of Assembly would not at this jnncture, be a measure too radical. It may be trae—as we believe it is true —that the small amount of Legislation remaining to this Province under the Confederation could as well be perform- ed by fifieen men as by thirty men. Still 30 importaut matters of this kind, it is well to proceed cautiously. The abolition of the Legislative Council may safely take place as a tentative measure, and if

Daniel McDonald and Roderick | Munn for seats in the Legislatvre Council, | the Patriot lauds these gevtlemen in a) most fulsome manner—if indeed the ‘language of our contemporary be not intended for sarcasm. Messrs. McDooald and Muna may be good men enough iu private life. But what have they done in the Legislature to merit the extrava- gant praises bestowed upon them by the atriot 2? Where is the good measure in support of which they have rendered sigual service to the couotry? What daogerous Legislation have they con- tributed to defeat? We challenge the Patriot to show what these would-be heroes have donein publiclife beyond obey ing the behests of Messrs L. H. Davies, W. D, Stewart and John F. Robertson, | and drawiug their sessioval allowances. | The case which it cites in support of Mr. : Roderick Muun’s heroism, is worthy of sergeant Buzz Fuzz. Mr. Munn’s refusal to take the chair of the Council-ivn-Com- mittee is maguified to almost as much im- portance as Pickwick’s famous epistle about “chops andtomato sauce.” For what was Mr. Munn paid the sum of $212 a year duriog the Davies regime, aud $172 since, if he makes it a merit to refuse to take the chair cf committee? It is well known that the gentleman does uot shine in debate; but a dull man may muke a passable chairman. The Patriot hints that the object of Mr. Munn in retusing | to take the chair was to defeat an o!-| noxious Bill. It is possible that our'| contemporary has forgotten that the occasion on which Mr. Munn refused to take the chair was, when the “Executive Council and Legislative Assembly Bill’ was before the Council. The principles of the Bill, Mr, Munn had over and over again endorsed. But to prevent its details from being either examined or amended, he refused to take the chair in obedience to the whip which was cracked | over his shoulders by his leaders,

A Scottish Agitation.

A series of public meetings are to be held this avtamn in the Highlands by Professor Blackie and others to protest against ‘‘the depopulation of North Britain.” The Scots- man asserts that there has been no depopu- lation of the Highlands other than the flow of people to the towns, which is going on everywhere. In the Registrar (ieneral’s report of the census the extent of this pro- cess in the ten years from 1871 to 1881 is to be found. He groups the populations under the headings -Towns, Viliages and Rural Districts, and he produces this gen- eral result :—

There has thus been an increase of 18.20 per cent. iu towns and of 15.73 per cent. in v llages, while there has been a decrease of 3 96 per cent in the rural districts This decrease is not confined to any one part of the country. It occurs in ail but six ecounties—Clackmannan, Stirling, Dumbar- ton, Ayr and Selkirk, in each of which there is a slight increase, and is greatest in Lanark, Edinburgh, Perthshire, and other counties which are hardly to be regarded as the Highlands.

A Veteran.

The police of Kingston, Ont., have ar- rested an individual who has a very ex- tensive military experience. Papera found in his possession, prove him to be Capt. J Zouaski He was born at Warsaw, Pol- and, July 4th, 1789, and is the son of a Polish Count. He entered the military school in Paris at the age of 15, and remain- ed there 6 years. He joined the army of Napoleon and continued with that com- mander until his banishment to St. Helena. He took part in the famous march from Paris to Mescow in 1812, was in the battle of Leipsic, 1813, at the capitulation of Paris in 1814, accompanied Napoleon to the Isle of Elba asa membcr of his body guard and took part in the battle of Waterloo 1815. He afterwards returned to Poland and fought in the Polish revolution, of 1818, in favour of Polish independence. When the Poles were overcome by the Russians his

property was all confiscated and he was obliged to flee to avoid being banished to Siberia. In stbse- quent years he served under Louis

Kossuth in the Hungarian Revolution and in the year 1849, together with Kossuth and others was banished to Asiatic Turkey, where he remained until Sept. Ist, 1851, when he embarked with Kossuth and _ his party on the war steamer *‘ Mississippi,” which had been dispatched by the United States Government to bring them to America. He served as drill master at West Point, until the breaking out of the Rebellion of 1881, when he enlisted and served as Captain in the 101st Pennsylvania regiment, and engaged in many of the memorable battles of that war. He has since been a general wanderer on the con- tinent. _———— nn <> - ie -

No Freedom for Wolseley.

The members of the Corporation met yes terday and discussed at length the advisabi lity of presenting Sir Garnet Wolseley with the freedom of the City. A reselution was submitted to that effect, but the majority of the Corporation declined to bestow on him the honor.

The trial of the murderers of the Joyce family near Cong will commence about the 4th November. The Attorney-General has decided to try the prisoners in batches of two ac a time, and Justice Barry wiil pre- side at the trial.

Carro, Oct. 24.

Arabi Pasha’s correspondence during the last two years was seized this morning. It includes voluminous correspondence with Constantinople and the minutes of secret sittings of the Barondi cabinet, and is very damaging.

Lonpon, Oct. 24.

The gale yesterday did a vast amount of damage throughout the country, aud many districts were flooded and shipping alony the coast suffered severely. A steamer was sunk in the channel by collision, and nine persons were drowned. At Sheerness the gale has not been equalled in thirty years.
