The historic position of the City and the readiness with which it has always come forward in emergencies to suppurt the reputation and the interests of the country entitle it to the honor which, as the Lord Mayor said in his practical and busi- nesslike address to the Vouncil, it has

chosen as the pioneer of this Imperial movement. ‘The details of this splen- did proposal will be fouad in the Lord Mayor’s formal offer to the Command- er-in Bhief and in the circular letter ad- dressed by him to the commanding of- ficers of the Metropolitan volunteer corps concerned. The City undertakes to raise the new force, which Lord Wolseley froposes to call by the appro- priate name of “the City of London Imperial Volunteers,” within twenty- one days with transport and all details complete. The men are to be selected under stringent con- ditions, not more than forty being al- lowed to come forward from any one corps, and at least a quarter of the number to consist of mounted infantry in accordance with the wishes of the military authorities It is satisfactory to see that the military authorities are at last waking up to the importance of this force.

Self Government for the African States.

It must be understood that there is nowhere a people more capable of self- government than the better element of the South African white colonists, nor any more determined to secure the ends of freedom, justice, and equality for all the white races. They would be as intolerant of oppression under one national dominion as under an- other, and sheer force of numbers and moral power would eventually over- threw any tyranny or any influence ob- structive to the best governmental ideals and administration. Mr. Ham- mond declines to discuss the political aspects of the presert situation, but competemt autherities agree that the future points to an African federation of self-governing states, Imperially com- nected, probably, with the British tarene, but with the largest measure of free- dom. Any attempt at coercion from without would be more quickly and more vigorously resented thar even the eppression ef a domestic oligarchy. —Charles B. The average “pound loaf” of fresh |

bread sold by bakers, says a college professor, weighed on an averageabout one pound one ounce. A pound loaf of bread can be made from about three-

quarters of a pound of flour, about 25 | per cent of water being added to the

flour during the process of breadmak- ing. With some flours 5 to 10 per cent more water can be absorbed, making a greater weight of bread from a given weight of flour. This additional weight is water and not nutrients.

At 2 cents a pound for flour it is es- timated by the professor that a pound loaf of bread can be made, not count- ing fuel and labor. for about 2 cents, a half cent being allowed for shortenfing and yeast. The loss of dry matter in breadmaking is usually considered as aiuounting to about 2 per cent of tie flour used. In exceptional cases, as in prolonged fermentation, under fa vora- ble conditions the losses may amount to 8 per cent or more.
