A Large Horse Mackerert.—The schr, *‘Ellen,” of Herring Cove, fishing for mack erel off Meagher’s Beach, on \Vednesday, was much annoyed by a large herse mackerel. A way should be found to appeal the question from the Cape Par liament te the Queen, but all steps will be useless which do not include Sir Bartle rere’s recall. Ashe has evidently failed in his special task—the South African con- federation—there can be no good reason why he should be left to extend the limits of the South Africa Aceldona.

Cernesson was elected president of the Paris municipality, vice Dr. Thulie, who, theugh a Radical, shrank in alarm from the scheme drawn up by ths committee whereby the municipality would become entirely independent of the Government, with the management of the police and all other preregatives now vested in the prefect.

News has reached the Porte from Sofia that Prince Alexander has submitted con- fidentially to certain Powers a project for theincorporatien of a portion ef Kastern Roumelia with Bulgavia, the rest to be restored to the Sultan. Information shows that the project is favored by one of the two Powers to whom it was submitted. it is thought that if an arrangement can be effected, the unionist movement would be abandoned, and that the Pan-Bulgarian / agitation would cease.
