Notes and Comments.

—The annual report of the civil service examiners, just now issued, shows that the total number of candidates examined during the year at the entrance, qualifying anc promotion examinations was 1,082. These ate in addition to the thousands examined np previcus years. We agree with the St. JSokn Tel-greph that it is unfortunate that the minds of so many young men have been curned in the direction of the civil service instead of business and industrial callings.

—-At last the famous Beauport asylum difficulty haa been settled by the purchas: of that institution by the Sisters of Charity tor $425,000. By their contract with th: Government the Sisters undertake the care of the insane at the rate of $100 « year for ten years. For this sum they provide food and clothing end leave medical control to the Government medical officers, which is a vast improvement on the old contract, under the terms of which the Government medical officers had no power whatever, auc could not discharge a patient as cured if the proprietor objected.

—In the House of Assembly of Nova Scotia, afew days ago, Mr. Webster, M. P: P., is jiscussing the egricultural affairs of the pro- vince made a strong plea for the establishment if an experimental school for the study of ruit culture in the great fruit growivg diss tricts of the western counties. In the Au- iapolis Valley alone there are said to be 250, 000 acres of land adapted to the cultivation of fruit. The Cornwallis Valley is equally suit ed for fruit culture. On these grounds Mr. Webster contended that the Government should assist and foster this great industry by establishing one or more schools of insiruction at which the very metlods of fruit culture should be taught.

—It appears that during the last year che vast sum of over £140,000,000 has been spent in the British Isles in alcohol drinks, snd even this is less by some £500,000 than che expenditure of the year previous. The London Hospital spekings very strongly on the undoubted evil effects of the enor- mous consumption as follows :—Probably three-fourths of this ocean of poison was swallowed by one-fuurth of the population We are not of those who stand for total abstinence, and therefore we may speak all the more freely. Doctors, ali doctors, know now that alcohol is a powerful poison. In large doses it kills quickly man, woman, child or beast: in smali doses it kills more quickly. but uot less surely. Alcohol of sny considerable strength is not a fit sub- stance to be used as a beverages, any more than an infusion of opium would be: It is act a proper substance for use as & regular food, except in its very weakest forms and then not for all persons discriminately.

—Mr. Dupuy, the new premier, read & statement of bis policy in the Chamber of Deputies. He said :—** The Government is conscious of the difficalties of the present situation, but feel confidence in view of the profound tranquility prevailing in the country and its abiding faith in the Re- public, which prove that the painfal inci- dents of the last few months have neither checked the vigorous growth of the Repub- lic, nor injured the country’s traditional reputation for probity and honor. Oue lesson to be drawn from these trials is that competency and affluence are only to be acquired by honest work and only ob- tsined by a regard for morality and the preservation of self respect. This lesson has gone to the national conscience. We may, therefore, regard the future with confidence. Every day universal suffrage bring democratic inspirations into grester accord with Republican institutions, and the day is at band when the defensive identification of France with the European republic will render an agreement easier tu establish. Asa means to hasten such @ result the bublic administration should act with correctness and with consideration for equity, and in order to secure the common welfare. Citizens, { ask you to let the country fee! that parliamentary institutions are following their norma! course by resol- ute attention to legislative business.”

Tue CanapiaN Macazine.—The April number of this new magazine is quite up to the high standard of the first iesue. The articles are numerous, well chosen, well written, and if Mr. Gordon Mowat, the editor of the new venture, can maintain its present degree of excellence he will richly deserve success. The opening articlo, “The National State,” by Charles A. Stew- art, is a thoughtful and agreeable contribu- tion toa somewhat well-worn discussion, but really contains something new. Stuart Livingstone writes entertainingly of “Bjorastjerne Bjornson;” Frank Yeigh gives a eulogistic account of Ontario's new Parliament buildings, with copious illus- trations; Mr. Longley, a Nova Scotia Cabinet Minister, defends the recent coal monopoly policy of his Government. But the piece de resistance of the number, as far ag its scrious side is concerned, is the able paper on ‘*British Trade and Imperial Reciprocity,” by Alex. McNeill, M. P., which we have already fully dealt with, and which will commend the present issue of the magaz ne to all intellgent Canadians. There are other features of the number that may be mentioned : Poems by Prof Chapman, Chancellor Rand, Mr. Tucker and others ; something sbout the famous shrine of Ste. Anue de Beaupre ; & political sketch of Mr. Balivur, the Conservative leader in the Imperial House, some agrees ble fiction, and a light corner for odds aud endsand kitsrary notes, which promises well. The number is well worth its modest price of 25 cents, and as a creditable Cana dian venture should be warmly supported.

The House met at 4 o'clock and went into committee cf supply.

There was a good deal of talk over the item ef $1,000 for enforcing the Canada Temperance Act, and the Opposition press- ed the Leader of the Governmest for statement showing the smounts >ollected tor fines under the Act and the names of he persons fined. The information esked for was not furnished, however, and the item passed.

On the appropriation for the Registry Office coming up, Hon. Mr. Peters suo- mitted a statement prepared by the Registrar showing that the work in that oftice had been allowed to fall behind during the term of office of the late Registrar, which statement occasioned considerable discussion.

After recesa the discussion was resumed, ‘asting upwards of an hour, when the items passed,

Mr, Clow asked the Commissioner of Crown Lands to lay on the table of the House sil papers and correspondence, also a copy of an order in Council passed by the Governor in Council for the sale of a piece of land on Lo’ 63 to one Vere Beck in February. 1893, ssid piece of land being | sold to another person in April, 1892, and | part of the purchase money paid thereon at that time.

Hon. Mr, McMillan said the statement would be prepared shortly.
