Sir Charles Hibbert’s Onslaught on the Parish Politicians.

Senator Ferguson Scores a Point on Sir Oliver,

In the House of Commons the debate on the address was resumed yesterday, when Sir Hibbert Tupper toox the floor. He 8a fighter, but always hits above the velt.

Sir Hibbert Tupper, before recess, de- voted his attention more particularly to the Maritime members of the Cabinet and their records in provincial politics. His analysis of Messrs. Blair’s and VPielding’s course-was Cheered, time after time, by the Conservative benches.

After recess, Sir Liibbert continued his forcible arraignement of the new Govern- ment in iis tailure to keep its pledges in Opposit ou. So keenly did S.r Hibbert Tupper carry home bis exposition of Hon, Mr. Fielding’s record, that the Finance Minister several times interrupted him, but was turued down on every occasion w th artistic aeatness.

Finally, Hon. Mr. Davies objected to a further discussion of Nova Scotia affairs as dealing with merely parish polities,

After this rejoinder the Minister of Ma- rine, like the Minister of Finance, ceased his interruptions.

Whiie dealing with the statement ment that the tariff legislation could not be introduced tll next session, Sir Hibbert expressed his suprise that, sccording to the Liberal idea, nine months constituted @ period of gestation in political affairs.

In aptness of repartee, richness of wit, and force of argument, Sir Hibbert’s speech was one of his greatest parliament- ary efforts.

In the Senate, Hon. Mr. Ferguson, re- ferring to the speeck just made by Sir Oliver Mowat, said that after all the kind things he (Sir Oliver Mowat) had said of the Senate, it was difficult for him to be- lieve him guilty of heterodoxy upon any subject. But the effect of the kind things he had -aid was to some extent destroyed by the knowledge that he had not always held these flattering Opinions about the Senate. He had recotiections of ccrtain resolutions passed by the inter-previncial conference at Quebec at which Sir Oliver presided and by the liberal convention held at O:tawa which were in no sense complimentary to the Senate. He criticized Sir Oliver’s letter to Hon. Wilfred Laurier in May last with regard to his accepting a seat in the Sevate which he said inplied a threat that unless the Senate pursued a certain line it might become necessary to bring about certain constitutional changes affecting the Senate. He could only say with regard to the threat contained in that letter that the best propf of its not being necessary was to be fond in the speech which he (Sir Oliver) had just delivered.

The spirit of the caucus, as well as its formal action, demonstrated that the Con- Servative members are a unit on the old lines Of the party, and that the recent battle has wiped away all discord in their ranks,

St. Joseph’s Convent,

Sept, 14, 15 16,17, 18,

Tea tables, Refreshment and Ice Cream tables will be provided with all the deli- cacies of the season. The ovster booth, alwaysgso well patronized, will merit to be more so this year, as the very best oysters will be got for the occasion.

Very attractive will be the Fancy Tables, Housekeepers’ Table and Variety Table, with articles both useful and ornamental. A new feature will be the display of In- dian Curiosities and disposed of by two of the tribe dressed in Indian costume.

A concert will take place in the course of the first evening,
