Now, therefore, Her Majesty doth, by and_with the advice ofi her Privy Council, and in pursuance and in exercise of -Iil’t’3 authority vested in her by the_said “ Passengers" Apt, 1:300: :; hereby repeal the said Urder lll Councd ot the ninth day of January, one thousand eight hundred and sixty-three, except in so far as the same repeals a certain Order in Louncil ot' the thirteenth day of May, one thousand eight hundred and titty- nine, and doth hereby order as follows _:

Any passenger ship propelled by stills only, or .by steam en- gines ofless power than is suihcient, Without the aid of sails, to propel the ship at the rate of live statute milesan hour, may be cleared out and proceed on her voyage, having on board, 111 tanks or casks, only half of the quantity of pure water required by the said Act to be carried for the use of thepassengers, pro- vided the following conditions be observed, that is to say :—

1. That there be on board such ship an etiicient apparatus for distilling fresh water from salt water, of the description com- monly known either as Normandy’s patent, as Winchester and Graveley’s patent, or as Chaplin and Company’s patent.

2. That the owners, charterers, or master of such ship, before clearance, lodge With such Emigration Ollicer a Certificate from the Engineer or Surveyor of the Board of Trade, or from some other competent person to be named by such Emigration ()tlicer, declaring that within seven days immediately preceding the date of such certificate, the apparatus has been examined by him, and is then in good Working condition, and stating the number of imperial gallons of pure fresh water which it is capable of pro- ducing in every twentyd‘our hours, and further declaring that the apparatus on board is either Normandy’s, Winchester and Graveley’s, or Chaplin and Company’s patent, as the case may be.

3. That in every case such Emigration Officer shall be satisfied that the number of gallons of pure water which the apparatus is so certified to be capable of producing is not less than the whole number of persons about to proceed on the intended voyage of such ship, that is to say, the whole number of cabin passengers, passengers, and crew.

4. That there is rated on the Ship’s Articles. and that there is on board the ship, some person or persons who, to the satisfaction of the said Emigration Oflicer, shall be. competent for the proper management and repair of such distilling apparatus.

And to prevent all doubts on the construction of this Order in Council, it is hereby further ordered that the terms “ Passenger Ship,” “ Emigration ()flicer,” “ Statute Adult,” and “ Master” shall herein have the same significaticns as are assigned to them respectively in the said “ Passengers’ Act, 1855.”

And the Right Honorable Edward Cardwell, one of Her Majes- ty’s Principal Secretaries of State, is to give the necessary direc-

By Telegraph to Islander Oflicc and Reading Room. New York, January 13.

A despatch from St. Louis says the, ice in the Mississippi and Missouri Rivers broke up yesterday, destroying and sinking four large Steamers and a Ferry Boat, loss $225,000 partially insured.

A Washington despatch says, an unknown man called on Senator \Vade, of Ohio, at his residence, on Wednesday evening, and attempted to assassinate the Senator, but was by the coolness and courage ot Wade, who drew a revolver on the would he assassin, and drove him from the house.

Advices from Mexico state that the Imperialists has sur- prised a small camp of Liberals, killing 12 and capturing , 30, who were to be executed under Maximillian‘s order.

General Crawford addressed Gen. Witsel on the subject, asking him to prevent the murder. The latter informed him that he was compelled to execute them by the orders of his Government.

Col. O’Mahoncy, yesterday, received a letter from Head Centre Stephens, cordially endorsing his action during the late trouble, and appointing a representative and financial agent of the soocalled Irish Republic in this country.

By telegraph to C. A. IIyndman, Esq., we learn that the Sackville Academy (for males) was consumed by fire yester- day. The outbuildings were saved, and no accidents to

pupils occurred.
