The proponents of the formula say this is all nonsense, because no future Parliament would surrender its essential powers in this manner. That is what makes it all the harder to understand. The machinery for doing so, in that case, would be as useless as a fifth wheel to a cart. So why the insistence on having it in the formula? It looks fishy, to say the least, and some eminent constit- utional experts have gone on record as saying s0.

They warn, indeed, that the sur est way to invite provincial assaults on the authority of the federal gov- ernment is by introducing the ma- chinery for doing it. The formula as drafted, they say, is a one-way street, leading inevitably to this re- sult.

It could be serious, if these ex- perts are right. Under the existing Constitution Ottawa's authority is in- violate in such fields as trade, tar- iffs. external affairs, monetary pol- icy, etc. They would be no longer entrenched under the new formula, but subject to the pressures of any four of the provinces acting upon the Parliament of the day.

Why expose the Constitution to this danger? The present one is flex- ible enough to provide for. joint fed- eral-provincial programs of many kinds. Minor amendments would be

but that is quite a different matter.

Since our provincial government has been a consenting party to the proposed changes, we should have a full explanation as to what they are all about.

A US. Problem Too

In view of the emphasis placed in the new ARDA agreements on the need for rehabilitating depressed areas in rural Canada, it is interest- ing to note that the same problem is causing concern in the United States. Recently Secretary of Agriculture Freeman addressed the American Institute of Planners on the subject, stressing the fact that half the pov- erty in the country is concentrated in rural areas where 30 per cent of the people live—a proportion of poverty twice as high as is found in cities and suburbs.

_able. As Secretary Freeman told

ily disorganization that takes place where people are uprooted.”

The Secretary declared himself in favor of an orderly migration of the well-prepared and opposed to a dis- ordered, forced migration of the ill- prepared. There had been too much, he said, of the latter. And he sup- ported, as an alternative, “the crea- tion of economic opportunity in ryr- al America that will enable people who want to stay in their home com- munities to make. a decent living there.”

This has yet to be translated in terms of legislative policy, however. Canada’s new ARDA program would seem to be ahead of anything that “Washington has come up with in this regard. ‘About all the Federal bud- get message did was propose a half billion dollar reduction in agricul- tural appropriations and warn that “many low income farm families will have to find other means of earning. a living, or other sources of income to supplement our national ity.” s :

A Century-Old Aid To Mariners

In the early days. as the pop- ulation of Prince Edward Island increased, more and more ship- ping had to be done and it was obvious that lighthouses should be built as an aid to mariners.

One hundred years ago in 1864 one was built at Sea Cow Head. The site had been marked, by barking several trees, the prev- jous year by men sent out by the government. The contractor was John Rankin from. Saint

Some difficulty w4s” encount- ered erecting the six- frame as-the ene piece bents were 50 feet high. When com- pleted, codfish oil was used in the lamp, which had to be trim- med every two hours. After two years this lamp was replaced by eeveral kerosene lamps with big reflectors. In 1901 a revolving light was installed This consist- ed of a revolving cage of large glass rings

As a further aid to mariners this new installation gave two consecutive flashes followed by a single flash, thus distinguish- ing it from other lighthouses within a radius of many miles. MANY LIGHTKEEPERS

Many lightkeepers came and went, one I may mention was the late Peter Ranahan who served faithfully for more than # years.

Quite recently this old pharos has been electrified, everything now being automatic. There is no longer a resident keeper and what was once the keeper's res-

There was much excitement throughout the province when it was learned that the Greek freighter, the Argos Nicklos ITI, bound for Stimmerside. ~~ was thrown up on this ledge, during a terrific storm.on the first of December. Many people, for miles around, came to Sea Cow Head to see this unusual sight. Much sympathy was felt espec- jally for her master, Captain Alexandros, as the unfortunate vessel was his first command. However, for many centuries, the Greeks have been skilled sailors and four days later the freighter was again on her way.

In 1864 there met in Charlotte- town a general conference on Confederation, which brought into existence the Dominion of Canada. It-was nine years lat- er, July ist, 1873, that this Prov- ince entered Confederation, ‘‘un- der the impression” wrote Lord Dufferin, Governor General of Canada, “that it is the Domin-
