the cause. Let us lookat the problem. In the southeastern corner of Europe is a large
sized bornet’s nest. Roumania, Bul
Eastern Roumelia, Servia, Mon- | Albania, Greece, with the! Sultan of Constantinople—these are the hornets which have stung the great Powers into madness many a time, and are so likely to do it again that the Powers are in a chronic state of ner vous petulance.
The Russian Empress Catherine LI,in 1774 wrung from the conquered Tarks | a concession which lies at the root of the whole diffleu!ty. Porte—that is, the Government of Turkey—-was com- pelied to allow the members of the) Greek Church perfect religious freedom, | and the Emperor Nicholas, grandfather | of of the present Czar, claimed that this meant the right of Russia to pre- tect all members of the Greek Church, which is the national chureh of Russia, in any place over which Turkey held the suzerainty.
Asa very large population of the provinces above named belong to the Greek Church, Russia exercises a sur- veillance over the whole of the Euro- pean part of the Turkish Empire. |} Russian spies or emissaries or ministers or agents are to be found everywhere, and they are working for Russian in- terests beth openly and secretly. The Emperor wants Constantinople. Con- stantlnople is the birthplace of the} Greek Church. It is to the East, what} Rome is tothe West. Besides the im-| meose commercial and military value r of the city, the peop le of Russia rever-|
ence the spot and have a _ profound | hatred for the Moselem power which | holds it. It is the dream of Russia to | command the Bosphorus, and her re- igious zeal or fanaticism may some day make the dream a reality
It is for the interest of Russia to} foment quarrels among these provinces, to badger, compromise, perplex the| Sultan, because at the right moment! she may step in as a peacemaker and so} gain a i: arger control.
When Bulgaria absorbed Eastern Roumelia it was like applying a match to ahaystack. Why should Bulgaria have Eastern Roumelia and Servia have nothing ! There was land on the south of Servia which had been wrenched from her by the Turks, and now was the time to get it back. Bulgaria herself was! in possession of a few bundred square | miles of land stolen from Servia, and now was the time to compei her to give themup. The Servian troops crossed the frontier and, rather than fight, the} Balgarians made a compromise and con-

cession. Then Greece, too.flew to arms and declared that Turkey had robbed her of a part ofthe old Greek family
estate, and that it must be returned or there would be trouble. She ground her sword and started for the frontier.
The Albanians are quiet just now, bat if Turkey takes the field they will | uot remain quie', They, too, have} wrongs to be redressed. And as for the| Montenegrins, amid their rocky fast- nesses, they have been despoiled, op- pressed and maltreated by the Turks for centuries, and at the right moment! they will know how and where to hit.
In every one of theze provinces there | is bitter memory of the immeasurable crimes and iniquities of Turkey in the} past. The people are onthe alert for | an opportunity to revenge them. | When ibe clock strikes the hour they | will unsheath their swords, every one of them, and the Sultan will have a very hard reckoning with his brave and reckless enemies. Whether the cleck will strike that hour soou cannot yet be foretold ; but when it does strike, there will be blood on the ground. That is the situation.
It will never do for the great Powers to allow Russia to have her own way. It would give her too much influence in Europe. So Anstria meets Russia at Kremsier and Alexandria and Josef have a conference, but what they agreed | upoa can be found out oaly through what happens. Bismarck and _ the Sultan seem to understand each other, | and the latter is possibly acting under} the advice of the former.
It is a combination game of chess by | old, sharp shrewd players. He who wins wi ill take the stakes—Constantinople. Bat it is likely to be a long game, and the checkmate will not oceur ion our Alexander moves a pawn and | threatens Austria. Austria meets the | threat and menaces Russia. Bismarck | s!yly puts his knight into an unexpected |
place, and both Russia and Austria stop to discover what he is after. The Sultan has so much interest in the game | that he is confused, and is just as likely | to make a bad move as a good one. He) is a poor player at best, and is sure to} lose in the end. NOTES.
