A SCRIP SCANDAL,

The latest issue of half-breed scrip ip the Northwest seems to have been attend- ed by all’the ecandals that this sort of grant developed in the past and by some ofitsown. The principal beneficiaries of the travsaction were not the half-breeds, but outside epeculators, including some prominent Liberal politicians. When the Territoriis were taken over by Canada, certain lands were set aside for the benefit of the half-breed residents, including the children as well as the adulis. Later it was found expedient, in 80 far assome of the balf breeds were con- cerned, instead of alloting them lands iu a particular section, to give them scrip, which would be received by the Govern- ment in parment ‘or public lands, wherever the bulders selected them. Tbe allotment of land was not necessary -to secure. the half-hreede farms. The granting of scrip iv- atead of land was a leas advisable proceed- ing. It is doubtful if one recipient out of the ten used the scrip te pay forland. It fell atonce into the hands of speculators who followed the distributing commission- ers from plece to place, and who paid for it anything from 25 to 50 per cent. of ite face value. It is the circumstances of the selling that create the bad impression. By an unwarranted and useless issue the half-breeds were given for land they did not want scrip thet will be turned into treasury as representing $1,500,000 in cash, but for which they received only about, $560,000. . The $940,000 goes into the pockets of men who are not balf- breeds, but who knew where to be when the halftsbreedé ‘wculd have the stuft to sell, The whole thimg-reeke of Siftoniem.

They show that in the countries of the Southern hemisphere which are commonly ic c'uded in statements of the world’s wheat crops, the production will hardly fall less than 160,543,000 bushels, This is 10,000,000 bushele short of last year’s production. The crop in Argeotine last winter is be- lieved ‘o be about 105,000,000 busbele, about equalling last year’s large figures.
