As we have eaid, these points of conflict were pointed out inthe House of Com- mons. Mr, Martin eaid:

“The intention of the local Government was that they should contribute their share of the cost of the bridge on the basis of what it would cost to build a bridge for foot passenger and vehicular traffic; buat under this bill they would be bound to pay $12,000.00 a year absolutely without any reference to the cost of an ordinary traffic bridge’ + * Iam afraid, if you pass this as it stands at present, you will find it im- possible to make &n arrangement with the Local Ligislature because they will con- tend that the bill isin conflict with the act that they themselves have passed.”

Mr. Bell followed Mr. Martin. We make the following extract from his re- merks:

“The power which the Government of Prince Edward Island has todeal with this matter and make an sgreement i« limited to the power which is given to it by the Local Legislature, I think that ie beyood question. If this parliament chooses to authorize the Governor-General in Council to make another proposition then it is very clear that the minds of the two Governments cannotagree. It is very clear that there is no authorization on the part of the Government of Prince Edward Island to accept the proposition involved in this bill.”

If,therefore,the Island Government have entered into an agreement in the terms of the Federal Law they have done so with- out legal authority. That is Mr. Bell’s

view; and he isa lawyer anda strong Liberal.

Let the people know at once if an agreement has been entered into; and if so what are its provisions !
