The House met at 3 o’elock.

When the orders of the day were called, Mr. Mills took the floor and made a violent attack on returning officers and the present system of appoimtinents of returning offi cers. He read a list of members gazetted, with the dates of publication, to show that Ministerial members were gazetted earlier than Oppositi n members, thus giving the former an advantage in the matter of petitions.

Sir John was not surprised at the bad temper of Mr. Mills and his friends. The most disappointed people in Canada were the gentlemen in the Opposition benches [t was permitted toa sailor led up to be flogged to abuse the captain; to the gen- tlemen opposite who had been badly flog- ged by their masters—the people—was al- lowed the liberty of abusing every- bedy. It was not true that officials under the old system were impartial. Sherifis were the appoiutees of local governments, and there was no security that they would act in an unimpartial manner when, as was now the case, they were the servants of bitterty hostile local government. He (Sir John) had got no benetit in the matter. He was himself the victim of a§protest. The papers asked for would be brought down.

The discussion was resumed after recess, and continued till 10.30 o’clock, Mr."Blake, Mr. White and others taking part.

The motions for returns and correspon- dence passed.

In moving the adjournment, Sir John remarked that Hindspeth, the Government candidate, had been elected for South Vic- toria, by a majority of fifty, and if it would please Mr. Mills, he would be willing to leave him on the gridiron forty days before gvazeltting.

The Fisheries Matter.

The Secretary of State declines either to confirm or deny the statement cabled from London to the effect that Lord Salisbury has sent a despatch to this Government on the subject of fisheries, offering to revert to the old condition of affairs without pe- cuniary indemnity. The subject matter of the despatch is not exactly known in di- plomatic circles, the same proposition hav- ing emanated from a Canadian source some tine ago.

Sir Vernon Harcourt Speaks.

Harcourt in a speech at East London to- night, endorsed Earl Spencer's recent assertion that there was no evidence which showed that the Parnellites had ever associated with crime. He further said in view of Parnell’s denial of the accusations made against him, it remained for his ac- cusers to substantiate the charges.

3rd. A report from a competent authority of the comparative cost and public conve- nience of a bridge as compared with a subway

said bridge or subway to be suitable for railway purposes if required,

4th. A report from a competent authority is to whether a subway can be safely and suc- cessfully operated when used as a footway, a roadway for vehicles, and for the purposes of a railway.

Sth. A report as to what company or per- son, if any, can be found willing to construct and operate a bridge or subway on said Hills- borough River; and if so, with what amount of subsidy in adlition to the present rates of toll.”
