I have just learned with deep . regret of the death of Dr. F. C. 4', ' Dougan. Though he had an en- viable, necord as a. civic official. lng been a Councillor of the my of Charlottetown for sixteen years. it is as a sportsman that he was, perhaps. better known. Dr. Dougan was a familiar fig- ure at all harness-racing meets throughout the Maritimes and for the past several years acted as presiding judge and starter at most of the major meets. He was I citizen of the finest type. To his bereaved widow. I tender my sincere, sympathy.

The nevus of the death of Dr. F. C. Dougan has come to me as a great shock. I was associated with him for several years in the City Council and alvcays found him a man of great integrity and

sincerity of purpose. He was a loyal friend of the working man and as Chairman of Street: al-

ways tried to arrange the City's work so that it would give the greatest amount of employment to the greatest number.

His death is a severe blow not

only to the City where he, labor- ed for so iiiany yoars but to the Liberal Party of the Province as. well.

Dr. Dougan showed his interest. in civic affairs by serving as Cityi Councillor from 1926 to l9.'i2 andi from 1936 to 1946, a C0niI1if1FCIi period of 16 years. From 1940 to L946, he was Chairman of Streets for the City Corporation and was considered an authority on city management of public works and highways.

Dr. Dougan was never defeated as a candidate in any civic elec- tion be contested. In 1947 and 1951 he contested 5th Queen's for the Liberal Party but was defeat- ed on both occasions.

He was a member of the Char- lottetown Council. Knights of Columbus and the Holy Name So- ciety of the St. Dunstan's Basilica.

Surviving, in addition to his wife. the former Irene Dalton, are six brothers and one sister. They are Richard and Joseph of this City, Rev. Emmett Dougan in Nova Scotia, Rev. Louis Dougan, chaplain with the Royal Canadian Navy in Halifax, Frank L.. Mone- ton. N.B., Thomas, Western Can- ada and Marion at home.

CHRISTMAS THOUGHTS

Traditionally Christmas is the season of frosty snow, jingling sleigh bells, dashing horses and rosy checked people coming in out of frigid air to enjoy the comfort or a gaily decorated home. The world changes, and so apparently must Christmas too. In this age of mechanization the frosty mow ia replaced with mud and a green Ciu - becomes a reality more in keeping with a society that de- pends upon wheels rather than upon runners.

Some sixty Canadians lost their lives in motor accident. just during last year's Christmas and New Year weekendg,

An important cause of this tragic death toll has been the large number of holiday revellers who have persisted in getting behind the wheels of their cars after over-indulg. ing in alcoholic beverages at various Yuletide festivities. It is the belief of safety experts-bolstered by experience over the past several years-that anything which can be done to prevent people from drivin while under the influence of liquor will help to reduce ho day fatalities.

I would, therefore, urge you to heed. the following safety tips:

1- Avoid as much as possible using your own car to attend holiday parties. It's safer to travel by taxi or on foot, especially if you expect to drink a1. coholic beverages. -

2. If alcoholic beverages are served or consumed at holiday parties, let this be with care and modera- tion.

3. Make that final drink at holiday parties-the "one for the road"-strong, hot coffee instead of some- thing "stronger". It is a medically established fact that coffee has a sobering effect when taken after alcohol. It may not sober you completely, but it will help. You'll be better off with a cup of strong, black coffee than with a last alcoholic beverage. It is too often the last alcoholic drink that spoils the fun and leads to danger.

Prevent anyone who appears to be in no state to drive from even putting his hand on the steering wheel. As a host be thoughtful to your guests who may be even a bit "high". Send them home in a taxicab or as passengers of non-drinking guests.

5. If you have over-indulged, park your car at your host's and either take a cab or have a sober friend drive you home. And warn your driver, even if he is an old friend, not to go over 20 miles an hour- in town and 35 miles an hour on the highway-
