Sir,—Do we understand that a Mr. Lowe entered into a bargain with the gov- ernment to build an addition to the asylum according to plans furnished by the Gov- ernment, that the plans were defective and he could not proceed, that any changes necessary should be agreed to ty the Gov- ernment, that Government refused to cor- rect the error, and make ihe foundation right pay Mr. Lowe to do it, that he put material on che greund worth $8000 getting $1500 from the govern- ment and borrowing $3900 from Mr. Nicholeon to pay for the material, that he consequently put $3,500 besides shese amounts in it, and that, owing to the delay, the materiel costing $8000, was sold at sheriff’e sale at $4,800, leaving a loss of $3,200 to be borne by Mr. Lowe,—that the contractor Mr. Lowe has been ruined by this action of the government ? Are these the facts, Mr. Editor? If so, it ig @ serious state of affairs, I dou’t find much faalt with the Government for refus- ing costly lawsuit, but to refuse a fair arbi- tration is highway rebbery.
