Arrival of Tariff Delegations at Ottawa.

Orrawa, April 27.—B8ir Richard Cart- wright devotedano hour yesterday afternoon to the budget. He avoided much reference to his own pledges, but confined himself mostly to an exposition of the good points of the measure before the House. He dwe't particularly on the most favored rections, expressing the opinion that they would stand an international test. But if the Britieh Goveroment should object to the system, the Canadian Government would endeavor to persuade the home authorities and would fight the matter out. If the treaties were an ebstacle, it would be their duty to try te have such treaties abrogated.

Sir Charles Tupper, in reply, made a three hours’ speech of great force and effect. He arraigned the new tariff meas- ure asa breach ot the Imperial obliga- tione, and & most unwise throwing away of a grand opportunity fora British Zoll- verein,

Delegations are already coming to ask for tariffamendments. A strong delega- tlon of the iron men from Montreal and other cities arrived yesterday. One repre- senting the tobacco manufacturers of Montrea), Kingston, Quebec, Toronto and London is also here. The town will swarm with delegations before the week is out.

Hon. Mr. Fielding replied to a request of the Montreal delegation for the appuin'- ment of an hour for an interview, that he could not see a delegation but would con- sider their written statement. But he is not to get off that way.

Loxpoy, April 28.—A terrible explosion occurred in the underground railway yes- terday. Asa train filled with men was making a stop at Alder’s Gate Station the first-class coach was wrecked, and its occupants were found lying around bleed- ing. It is thought that the explosion was caused by a bomb.
