It seems a pity that the difference exists, The hot season has only just begnn; and it is not im- prehable that the children, kept sweltering in the heated schoolrvoms, will lose the ad- vantage they have gained, from the physical point of view, by the holidays. ,It need not be urged that physical development is even more important than mental development. We trust that the gentlemen of the School Board will reconsider their resolution and let ali the schools re-open ou the same day. We have no doubt whatever that they will, if they do so, be fully borne out by an enlightened public opinion.

ue investigation carried on under the presidency of Sir James Hannen has been practically concluded The report of the Commission is now awaited. I¢ will pro- hably be presented to Parliament in Feb- ruary next. Of one thing—and that the main thing—we are sure ; the attempt to implicate Mr. Parnell and his associates in the agrarian crimes which have been committed in recent years is the most com- plete and notadle failure of modern times. Mr. Parnell’s character as a constitu tional agitater has been full vindicated. rhe most injurious thing brought to light sbout him was his own admission that he st one time knowingly and deliberately de- ceived the House of Commons. But this rreat offence in a_ politician is palliated by the fact that he himself was deceived by the Times’ counsel, and spoke under a mis- spprehension when he made the statement. We still think that he made a mistake in withdrawing from the Commission before rhe evidence wasallin ; for he could not, by ** fivhting it out’ have been made any worse in the eyes of the Commission, and he would certainly stand in « far better light under the eyes of public opinion in

The Western Shore Difficulty.

Arcunisnor O’Brien has returned from Newfoundland where he was delighted with the scenery and prospects. But, said the Archbishop to a Halifax Herald reporter, —

** The development of the whole west coast of the island is greatly retarded by the un- certainty that prevails regarding its political future. The pioneer settlers are British citizens. They went there in the belief that they were settling on British soil, and would be accorded all the rights and protection of British citizens. They invested their all in their pew homes. But they have been great- ly disappointed. They ditfer from all other British pioneers, inasmuch as they are prac- tically governed by France through the British officers, The French would not dare to commit the outrages upon these people that are committed by English men-of-war at the instance of French officers and French fishermen. The English men-of-war simply do police duty,—not for the pretection of British citizens against the encroachments of the French, who visit the coast for a few weeks only; but for the protection of

these French strangers and _ rivals, against the interests, and often impervilling the existence of the British residents. This

is an intolerable state of affairs. The people see the great benefit they already enjoy through the development of trade among themselves (Codroy, Bay St. George's, Boone Bay, and the Strait of Belle Isle) and Nova Scotia, doing the bulk of their business with Halifax. Having obtained so much under the existing unfavorable condition of things, the people naturally look to Confed. eration with Canada as their only hope for the rapid development of that part ot the Island. They also think that confederation would solve the French problem. If New- foundland was a part of Canada, the adminis- tration of police daties on its waters would be by Canadian, not British, cruisers, as Canadi- aus cruisers nuw do police dutv on the Cana. dian coasts. And the Dominion cruisers would never stuop to do the things that are done by British war vessels. Hence the people of the West coast are very strongly and almost unanimously in favor of confederation. The Dominion can cultivate that sentiment very materially. Canada has already established several lighthouses on the shores of Newfound. land, aud have shown the people of that Island that we take an interest in them. Still further service would be rendered to Canadian com merce if we were to erect lights on Cape St. George, Boone Bay and Bay of Islands. These would bein the line of steamers and vessels going up the Gulf of St. Lawrence, and be a very great convenience to coasting and fishing vessels, It would also be another means of drawing the people of Newfoundland and the Dominion closer together. Indeed, these sug- gested lights may be said to be a commercial necessity to Canadian shipping. Besides being a great benefit to our commerce, it would be an object lesson to the people of Newfoundland of the greater privileges they would enjoy in the confederation.

Paris, August 2.—-The manager of Rochefort's paper, the Jnteransigeant, who was arrefted on a charge of stealing and publishing documents submitted to and depositions taken before high court of senate inthe case of General Boulanger, was arraigned to-day. He testified that he received the documents from parties in London.

Orrawa, Aug. 2.—The steamer W, F. McRae, owned at Wallaceburg, has been seized at Chatham for landing goods with- out reporting inward or outward.

Lonpon, Aug. 2.—Brilliant sunshine and cool breezes prevailed at Portsmouth this morning. Preparations for the reception ot Emptror William of Germany were com- pleted at an early hour. The town is hand- sumely decorated and in holiday attire. An enormous flotilla of craft, consisting of warships and private vessels, covers the harbor, while the shore is densely crowded with people. When the German imperial yacht Hohenzollern with the Emperor on board was sighted the Prince of Wales on board the royal yacht Osborne started dowa the harbor to meet the Emperor, and salutes were fired from forts and warships. When the Osborne approached near the Hohenzollern,’the Prince of Wales signalled hearty greetings to the Emperor, who re- sponded. The two yachts then passed through the lines of ironclads and pro- ceeded to Cowes. All the war vessels were trimmed with bunting, and ss the yachts passed the yards were manned by seamen, On reaching Cowes the Emperor landed at Trinity pier, where the Pmnce of Wales who had already landed, bade him wel- come. The Emperor and suite and Prince of Wales then entered carriages, and, ac- companied by military escort, were driven to Osborne, where the Emperor was re- ceived by the Queen,
