Third Levy.

Cape Town, Jan. 18.--A despatch te the Times from Herscel, Northern Cape Colony, dated Jan 10, says that a third levy of the colonial Burghers has been made by the Orange Free State Boers. All male residents between the sges of 14 aud 60 years have been commandered to assist the Boer forces at Stormberg. It is reperted that many of the colonial Datcb who joined the Boers are now deserting and returoing to their farms. The des- patch adds tha: the reports that the wh ‘tes in Basutsland fear arising of the na ives arc entirely grouadless, The natives are steadfastly loyal to the Britieh. A epecial police force numbering 400 men is keeping order among the Basutos.

The net debt of the Dominion has ins creased $2,317,047 during the last fics] year and at its close amounted to $266,- 273,446.

The average rate of interest paid on the gross debt has risen in the same period from $3.10 to $3.14, and the net rate of interest from $2.66 to $2 68.

The debt has grown, and the rate of in- terest increased, notwithstanding that the revenurs Of the year, $45,743,102, were $6,186, 592 in excess of those of the pre- vious year and ten millions greater than those of 1£95.

The disbureemente, ordinary and capi tal, have gone away beyond the hil cen- tury mark. being $51,542 635, as egainst | $45,334,281 in 1898, and $44,096,388 in 1696, when the Ligh water mark of a de- cade of Conservative administration was reached.

The interest on the public debt has grown. It was $362,682 greater last year than in 18:6.
