London, Dec 7.—The Faris correspon— dent ofthe Daily News says that the negotiations between France and Great Britain are quite hung up , notwithsrand- ing the great accumulation of poiuts in dispute. He ascribes this situation to the sulkiness of the French officials, and refersto aspeech made by Admiral Fournier, at Toulon Tuesday, as an un« pleasant vign.

Admiral Fournier declared that the French Mediterranean fleet was ready to fight, and was able to await with confix< deuce events thut seemed to be shaping themselves. He compared the calm dignity of the French navy ina trying time with the be!licose talk of certain ad- versaries, indirectly intimating that he meant Great Beitain.

The correspondent adds tiat a draft of the speeca was submitted to M. Lockroy, was deliver~ ed, and it was approved.

Marshal Killed in Tennessee.

Lovisvitte, Kv., Dec. 8.—A special to the Post from Cl irksville, Tenn., says that Citv§ Marshal Bryant, of McKenzie, was shot in the head and almost instantly

The murderer was a boy named Hugh McCall.

McCall fled tohis home and committed suicide by taking morphine.

The cause alleged for the murder was that Bryant had arrested McCall last Sa- turday for drunkeness.

Lonpon, December 6.—The unplea- Sant news from the Indian frontier where the “*Mad Mul'ab,’ is again on the war~ path. bas caused considerable appreheneion among the Indian anthorities ihough the latest advices show that his victorious march has been partly checked by the friendly Khan of Robat, who by a timely move has saved the British lines of com~ munication with the garrison at Chitral, which the Mad Mullah endeavored to cut. The fanatical movement, however, has taken a strong hold aniong the Swatis, and there is a prospect of another “little fron- tier war.” A British force of nearly seven thousand men is now held in readiness for movement to the front. The followers of the Mullah are variously estimated to oumber from three thousand to six thous- and aod their oumbers are growing daily. The outcome of the rising will probably be an effective Pritish occupation of the whole of the Swat Val'ey and another big bole in the Indian budget.

Sir Edmund Monson Speaks Out Pretty Plainly in Paris

Paris, Dec 6—At the silver jubilee ban = quet of tne British Chamber of Commerce vere, this evening, the British ambassador, Sir Edmund J.
