MONTREAL. Que. Sept. 12~The Montreal City Council today took action indicating that lt' approved the plans of the C. N. R. for an im- mense passengcr terminal in the heart of the city. Construction will begin immediately on the tunnel terminal. and the elevated tracks from that terminal to Victoria Bridge. The question of the elevat- ed tracks between Bonaventure and Tureott. and the position of the east to west connecting link. was left open for discussion between city and railroad.

Another development today was the publication by Mayor Houde of a. letter from Rt. Hon. R. B. Ben- nett. the Prime Minister. in vrhlch he expressed the hope that the city and the railway would soon be able to get tolether and mutually benefit.
